MINUTES
CITY COUNCIL
DECEMBER 18~ 1996
Fahey agreed that the City is only adopting the State's
standards, and he is supportive of the effort to get
the State to review the l0 foot minimum separation from
mobile home to parking area.
Pedersen pointed out that a single-family homeowner can
park their vehicle right up to their home. Therefore,
the minimum separation for mobile homes is restrictive.
Graczyk again expressed concern with the City's
adoption of the proposed ordinance.
The Administrator pointed out that currently mobile
home parks are non-conforming uses, and no upgrades
would be allowed under the ordinance. Adoption of the
State standards will improve the situation and allow
for upgrades. The City Administrator reported that
staff did anticipate there will be a problem meeting
separations from parking areas in some cases. However,
recently four permits were requested to move in new
mobile homes. In those four cases the minimum
separation from parking area was met.
Mr. Fahey introduced the following resolution and moved
its adoption:
RESOLUTION N0. 96-12-305 - DIRECTING CITY STAFF TO
WRITE TO THE CITY~S STATE LEGISLATORS REGARDING THE
REQUIREMENT FOR 10 FOOT SETBACK BETWEEN MOBILE HOME AND
PARKING AREA, COMMENTING THAT THE RATIONAL FOR THE
REQUIREMENT IS UNCLEAR FROM A PUBLIC SAFETY AND HEALTH
STANDPOINT, THAT ENFORCEMENT OF THIS STANDARD HAS NOT
BEEN APPLIED UNIFORMLY BY THE STATE, AND REQUESTING
THAT THE STATE DELETE OR AMEND THIS STANDARD AS
APPROPRIATE
The foregoing resolution was duly seconded by LaValle.
Ayes (5) Fahey, LaValle, Morelan, Pedersen, Scalze.
Nays (0). Resolution declared adopted.
PUBLIC Fahey opened the public hearing to consider the
HEARING - adoption of the 1997 Budget. It was pointed out that
1997 the City Council has held several Budget workshops as
BUDGET well as a Truth In Taxation hearing on the 1997 Budget.
Scalze expressed concern with the $256,000 shown in the
Capital Improvement Budget for the years 2000 and 2001.
Scalze recommended it be clearly footnoted in the
Budget document that this amount may or may not be
levied.
13
