MINUTES <br />CITY COUNCIL <br />DECEMBER 18~ 1996 <br />Fahey agreed that the City is only adopting the State's <br />standards, and he is supportive of the effort to get <br />the State to review the l0 foot minimum separation from <br />mobile home to parking area. <br />Pedersen pointed out that a single-family homeowner can <br />park their vehicle right up to their home. Therefore, <br />the minimum separation for mobile homes is restrictive. <br />Graczyk again expressed concern with the City's <br />adoption of the proposed ordinance. <br />The Administrator pointed out that currently mobile <br />home parks are non-conforming uses, and no upgrades <br />would be allowed under the ordinance. Adoption of the <br />State standards will improve the situation and allow <br />for upgrades. The City Administrator reported that <br />staff did anticipate there will be a problem meeting <br />separations from parking areas in some cases. However, <br />recently four permits were requested to move in new <br />mobile homes. In those four cases the minimum <br />separation from parking area was met. <br />Mr. Fahey introduced the following resolution and moved <br />its adoption: <br />RESOLUTION N0. 96-12-305 - DIRECTING CITY STAFF TO <br />WRITE TO THE CITY~S STATE LEGISLATORS REGARDING THE <br />REQUIREMENT FOR 10 FOOT SETBACK BETWEEN MOBILE HOME AND <br />PARKING AREA, COMMENTING THAT THE RATIONAL FOR THE <br />REQUIREMENT IS UNCLEAR FROM A PUBLIC SAFETY AND HEALTH <br />STANDPOINT, THAT ENFORCEMENT OF THIS STANDARD HAS NOT <br />BEEN APPLIED UNIFORMLY BY THE STATE, AND REQUESTING <br />THAT THE STATE DELETE OR AMEND THIS STANDARD AS <br />APPROPRIATE <br />The foregoing resolution was duly seconded by LaValle. <br />Ayes (5) Fahey, LaValle, Morelan, Pedersen, Scalze. <br />Nays (0). Resolution declared adopted. <br />PUBLIC Fahey opened the public hearing to consider the <br />HEARING - adoption of the 1997 Budget. It was pointed out that <br />1997 the City Council has held several Budget workshops as <br />BUDGET well as a Truth In Taxation hearing on the 1997 Budget. <br />Scalze expressed concern with the $256,000 shown in the <br />Capital Improvement Budget for the years 2000 and 2001. <br />Scalze recommended it be clearly footnoted in the <br />Budget document that this amount may or may not be <br />levied. <br />13 <br />
