MINUTES <br />CITY COUNCIL <br />JANUARY 8, 1997 <br />from the ground to the top of the antenna or tower. <br />Fahey indicated that he had no preference whether a <br />tower was monopole or lattice. DeLonais indicated that <br />monopole towers are preferable from an aesthetics <br />standpoint. Morelan pointed out that once a tower <br />exceeds a certain height, a monopole may be too large. <br />It was the consensus of the Council that monopole <br />towers would be required except in the Industrial <br />District. <br />The Council discussed co-location requirements, and it <br />was the consensus of the Council to model the <br />Bloomington Ordinance and require the ability for three <br />co-locations if a tower is over 100 feet and two co- <br />locations if a tower is over 60 feet. <br />Council went back to the issue of tower height and re- <br />affirmed their earlier decision that non-commercial <br />towers in the R-1 and R-2 Districts would be limited to <br />75 feet in height measured from ground level. The City <br />Administrator suggested a 75 foot height limitation in <br />the R-3, Public, and Commercial Districts, and a 150 <br />foot limitation in the Industrial District. It was <br />also recommended that a Conditional Use Permit be <br />required for all commercial towers and antennas. <br />Council had additional discussion on towers in the R-3 <br />District and amended its earlier consensus to limiting <br />antennas in the R-3 District to placement on <br />structures. Free-standing towers would not be allowed <br />in R-3. The Council also agreed that commercial <br />antennas would be limited to no more than 20 feet above <br />the structure. Council agreed that free-standing <br />towers would be allowed in the Public, Commercial, and <br />Industrial Districts. Council had additional <br />discussion on tower height in these districts, and <br />concluded that a 75 foot height maximum would be <br />allowed in the Public and Commercial Districts, and a <br />150 foot height maximum would be imposed in the <br />Industrial District. Again, the consensus was that <br />lattice towers would be allowed in the Industrial <br />District only, with monopole required in Public and <br />Commercial. <br />Scalze asked about fall zone requirements. Pedersen <br />pointed out that towers can be designed to fall in on <br />themselves. The City Administrator stated that he <br />could foresee the fall zone being the height of the <br />tower unless the tower is engineered with a break zone. <br />4 <br />
