MINUTES <br />CITY COUNCIL <br />JANUARY 22~ 1997 <br />Fahey further noted that there have been two Little <br />Canada charitable organizations operating pull-tab <br />sites at the Saxon Lanes. Each of these organizations <br />decided to close their operations for reasons of <br />security problems or profitability concerns. Fahey <br />felt that if Mr. Anderson wanted to have pull-tabs at <br />Saxon Lanes, he needed contact Little Canada-based <br />charities with a proposal. Fahey indicated that he was <br />not interested in changing the City's ordinance. <br />Mr. Anderson felt that the issue needed some <br />discussion, and pointed out that it is not necessarily <br />common to have a closed city for purposes of <br />organizations allowed to operate pull-tab sites. <br />Anderson reported that he contacted several cities and <br />found many allow outside organizations to operate pull- <br />tab sites within their cities. Anderson indicated that <br />his specific problem is that the ordinance creates a <br />monopoly for Little Canada-based organizations. If <br />Little Canada organizations choose not to do business <br />at the Saxon, then there are no pull tabs at the Saxon. <br />Anderson reported that the charitable organizations are <br />holding him accountable for security for their pull-tab <br />operation, and indicated that State Law says he is not <br />responsible for the security of pull-tab receipts. <br />Anderson asked why he was being held responsible for <br />security problems which the two organizations <br />encountered at the Saxon. <br />Fahey felt that discussion was one which Anderson <br />should have with the two organizations. Fahey pointed <br />out that surrounding cities have similar provisions in <br />their ordinances reserving gambling licenses for city- <br />based organizations. Fahey felt that opening up the <br />City to any charitable organization would put landlords <br />in control. Fahey noted that the City balanced this <br />ordinance provision with the fact that the City-based <br />organizations are very reputable, there have been no <br />problems with these organizations, and they have run <br />their operations very effectively. Fahey felt Anderson <br />needed to sit down with the organizations and work out <br />their differences. Fahey suggested a reassessment of <br />security would interest the organizations in relocating <br />at the Saxon. Fahey stated that he would not vote to <br />change the City's gambling ordinance. <br />Scalze agreed that the Council worked very hard in <br />developing its gambling ordinance, and the ordinance <br />has been working fine.
