MINUTES <br />CITY COUNCIL <br />JANUARY 22~ 1997 <br />have occurred at the Saxon. <br />Anderson reported that the City organizations are not <br />willing to pay the market. The two organizations which <br />operated at the Saxon were paying $600 per month rent, <br />while the State allows up to $1,000 per month in rent. <br />Anderson indicated that he has outside organizations <br />who are willing to sell pull-tabs at the Saxon and <br />donate 100% of profits to Little Canada. <br />5calze indicated that the City is not asking for 100% <br />of profits. The City has an ordinance on the books <br />which has worked well for the City, and there are a <br />number of City-based organizations which could sell <br />pull-tabs at the Saxon. <br />Morelan indicated that he was not involved in drafting <br />the City's gambling ordinance, and would have no <br />problem with looking at the ordinance if there was a <br />logical reason to do so. Morelan felt that the time to <br />look at the ordinance is when Little Canada-based <br />organizations are too busy to operate an available <br />pull-tab site in the City. Morelan did not think that <br />is what happened in this instance. There were a couple <br />of organizations which sold pull-tabs at the Saxon and <br />could not make it work either because of the business <br />relationship with Mr. Anderson, security reasons, or <br />some other reason. Morelan felt that Mr. Anderson had <br />to find a way to make the site work with a Little <br />Canada organization. <br />Fahey suggested that Mr. Anderson revisit the situation <br />with the organizations and find out what it would take <br />to have them participate in running a pull-tab <br />operation from the Saxon. Fahey noted that in any <br />business relationship it takes two to make it work. <br />Mr. Anderson should not expect the City to change its <br />ordinance to make the situation work. It works <br />everywhere else in the City. <br />Anderson felt that what the Council was asking him to <br />do was against State Gambling Commission rules. <br />Anderson felt the Council was asking him to be <br />responsible for the security of the organization's <br />funds. <br />Fahey clarified that what he said that Anderson should <br />work out whatever differences he has, whether it be <br />security or rent or whatever, with the organizations. <br />Anderson reported that the Fire Department informed him <br />4 <br />
