MINUTES <br />CITY COUNCIL <br />JANUARY 22~ 1997 <br />yards at a setback less than 10 feet would be unlawful <br />non-conformities. <br />The Administrator pointed out that the proposed <br />ordinance only deals with sheds under 120 square feet, <br />and is being proposed to clean up many of the non- <br />conformities. Any structure larger than 120 square <br />feet would be an accessory structure. <br />Pedersen felt that sheds were not desirable from a <br />streetscape point-of-view. Pedersen agreed that <br />placement in side yards may be more convenient from an <br />access standpoint, but from an aesthetics standpoint <br />was undesirable. <br />Scalze pointed out that the Cities of Roseville and <br />Vadnais Heights limit sheds to rear yards. These <br />cities also have setbacks of 5 and l0 feet. Therefore, <br />the 3 feet being proposed is very liberal. <br />Morelan asked what the Code allows with regard to fence <br />placement. <br />The Administrative Assistant reported that fences can <br />be placed on the property line with the written <br />agreement of the adjacent property owner. Without that <br />agreement, fences must be located off the property <br />line. <br />Morelan stated that he saw no problem with placing <br />sheds right up against the property line. Scalze <br />pointed out that there is the issue of maintenance <br />around the shed. <br />Fahey was concerned about the odd-shaped lot situation <br />and that restricting sheds to rear yards may unduly <br />restrict the use of property. <br />Scalze felt the concern was with smaller lots and <br />houses being placed close to one another. <br />Fahey felt that placing a shed in a side yard next to <br />neighbor's garage may be less intrusive than placing a <br />shed in a rear yard where it is more visible to the <br />neighbor. <br />Morelan suggested requiring screening of sheds placed <br />in side yards. Pedersen pointed out that if screened <br />with landscaping, there would be no screening during <br />the winter months. Pedersen felt it was cleaner to <br />require shed placement in rear yards. <br />a <br />8 <br />
