MINUTE3 <br />CITY COUNCIL <br />FEBRUARY 12~ 1997 <br />OLD FIRE Council reviewed the proposed use policy for the old <br />HALL fire hall as submitted by City staff. Scalze suggested <br />USE POLICY that the Council consider the leasing of the lower <br />AND NAME level of the old fire hall to the general public. <br />Scalze pointed out that many other cities have <br />community rooms which can be leased by the public. <br />Scalze noted that in the Community Survey, the <br />residents were asked if they support the leasing of the <br />lower level of the old fire hall, and 870 of those <br />responding were in favor. <br />Morelan agreed, but pointed out that parking at the <br />facility was poor. Morelan was also concerned that <br />start-up, maintenance, and staffing costs may be high <br />for a very few dollars in income. <br />LaValle agreed with Scalze's comments, but agreed that <br />parking was inadequate. The parking at the old fire <br />hall is not blacktopped or striped. People using the <br />hall would likely park across the street in the parking <br />lot of a rental hall the City would be competing <br />against. <br />Scalze stated that she envisioned the old fire hall <br />being used for small functions, and suggested that the <br />occupancy could be limited. Scalze felt rental of this <br />community room would be a nice amenity to provide for <br />the community. <br />Fahey questioned whether the amount of revenue would be <br />worth it. Fahey pointed out that the lower level of <br />the old fire hall is used by the Little Canada <br />Recreation Association, and the City would need to <br />provide a secure area for the various equipment the <br />LCRA has stored in the facility. Fahey expressed <br />concern with security of the entire building if keys <br />are issued to the general public. <br />Scalze reported that she recently rented a community <br />room in another city and was responsible for cleaning <br />the room when she was done with it. A refundable <br />deposit was required to ensure that the cleaning was <br />done properly. Scalze again stated that a community <br />room would be an amenity for the community. <br />Morelan agreed, but felt the rental rate should reflect <br />actual costs and be a break-even venture. Morelan was <br />concerned that when the costs associated with renting <br />the lower level of the old fire hall are added up, it <br />may be cost-prohibitive. <br />5 <br />
