MINUTES <br />CITY COUNCIL <br />FEBRUARY 20, 1997 <br />wants. <br />The Council thanked Kestrel Properties for their <br />presentation. <br />INTERVIEW Mr. Jim Crockarell and Mr. A1 Ester, Wall Companies, <br />#5 - appeared before the Council to present their experience <br />WALL COMPANIES and interest in redeveloping the Rice Street/Little <br />Canada Road area. Crockarell pointed out that Wall <br />Company has experience as a developer, property owner, <br />and in the bankinq industry. Crockarell listed the <br />projects they have had involvement, and noted that they <br />are former owners of The Marketplace Shopping Center. <br />It was noted that Wall Companies is currently working <br />on a redevelopment project with the City of White Bear <br />Lake. <br />Crockarell outlined the experience of the owner, Mr. <br />Fred Wall, and other principles in the business. <br />Cockarell reported that Wall Company is proposing that <br />if chosen by the City, wall Company and the City work <br />jointly to select an architect for the project. <br />Crockarell outlined the process that took place in the <br />redevelopment of the White Bear Lake site at Highway 61 <br />and Fourth Street. Crockarell reported that in the <br />project they are involved in with White Bear Lake, the <br />city assembled the land. Wall Companies will develop <br />the land and own it. <br />Crockarell reported that Wall Companies would like to <br />be chosen by Little Canada to redevelop the Rice <br />Street/Little Canada Road area. Crockarell indicated <br />that all of the firms being interviewed by the City are <br />good, qualified firms. However, Wall Companies has <br />done more work than any of the other firms, and this <br />work has been in a wide variety of areas. Crockarell <br />again stated that Wall Companies has a breath and depth <br />of experience. Wall Companies' banking background, <br />financial connections, and real estate experience made <br />this company the best choice. Crockarell reported that <br />would plan on owning a portion of the project, <br />therefore, would be interested in having a financially <br />sound project. Wall Companies can bring more stability <br />to the redevelopment project than any of the other <br />firms. They have done a lot of work with city and <br />county governments, and are familiar with the political <br />processes involved. Wall Companies is local in nature, <br />is currently working in White Bear Lake, and was a <br />property owner in Little Canada at one time. They know <br />4 <br />
