MINUTES <br />CITY COUNCIL <br />FEBRUARY 26~ 1997 <br />ORDINANCE AMENDMENT RELATING TO ANTENNAS, SATELLITE <br />DISHES, AND TOWERS UNTIL THE MARCH 12, 1997 REGULAR <br />COUNCIL MEETING PENDING ADDITIONAL INFORMATION ON THE <br />ISSUE OF REQUIREMENTS FOR REMOVAL OF ANTENNAS AND <br />TOWERS AS WELL AS COSTS ASSOCIATED WITH SUCH REMOVAL <br />The foregoing resolution was duly seconded by Pedersen. <br />Ayes (3) LaValle, Pedersen, Scalze. <br />Nays (1) Morelan. Resolution declared adopted. <br />Mr. LaValle introduced the following resolution and <br />moved its adoption: <br />RESOLUTION NO. 97-2-45 - CONTINUING THE PUBLIC HEARING <br />ON THE ORDINANCE RELATING TO ANTENNAS, SATELLITE <br />DISHES, AND TOWERS UNTIL THE MARCH 12, 1997 REGULAR <br />COUNCIL MEETING <br />The foregoing resolution was duly seconded by Morelan. <br />Ayes (4) LaValle, Morelan, Pedersen, Scalze. <br />Nays (0). Resolution declared adopted. <br />MONTREAL Jim Echtenkamp, Goldmark Property Management, and <br />COURTS Denver Kaufman, Housing Alternatives Development <br />FINANCING Company, appeared before the Council to request <br />preliminary approval of tax-exempt bonds to finance the <br />purchase and renovation of Montreal Courts Apartments. <br />Echtenkamp reported that renovations will include new <br />windows, roofs, balcony repairs/replacement, and other <br />exterior and interior improvements. Echtenkamp <br />reported that the financing does not involve Section 42 <br />low income tax credits, but rather a HUD credit <br />enhancement with tenant income limitations. The <br />current rent structure at Montreal Courts will be <br />maintained, and 990 of current tenants meet the income <br />guidelines. There are only 9 tenants who exceed the <br />guidelines. Echtenkamp reported that under the HUD <br />program tenants would have to be below the following <br />incomes: <br />Family of Four - $46,000; <br />Family of Three - $41,000; <br />Family of Two - $36,000; <br />Family of One - $32,000. <br />Pedersen asked if it were prudent social policy to <br />exclude higher income people from Montreal Courts and <br />suggested it might be preferable to have a more diverse <br />group allowing all income levels access. Pedersen <br />pointed out there have been problems at Montreal <br />Courts, and suggested a more diverse population in the <br />9 <br />
