MINUT~S <br />CITY COUNCIL <br />MARCA 12, 1997 <br />Morelan asked if the determination on the bond/letter of credit would be <br />made at the time a building permit is applied for. <br />The Administrator anticipated that the Council would make the <br />determination as part of its findings in ~ranting the Conditional Use <br />Permit. <br />Fahey asked if the requirement would be an impediment to Sprint. 7obes <br />replied that for the most pa~t it would not. <br />Morelan sug~ested the ordinance include some criteria f'or making a <br />decision on the bond/letter of credit issue, such as the propeity value must <br />equal or exceed twice the tower removal costs. <br />Pedersen felt this issue was not just property value but also how usable the <br />property is. Pedersen pointed out that the property value may be adec~uate, <br />but if the City has to assess tower removal costs, those assessments may <br />be uncollected until tlte property is sold. <br />Fahey suggested the property would have to have suFficient market value <br />to absorb the cost of the assessment if one is imposed for removaL Sca]ze <br />indicated the market value must be higher than just removal costs. <br />The Administrator pointed out that the language provides for the sole <br />discretion of the Council so the Council can take into consideration <br />whatever factors may come into play iu each individual situation. <br />There was no one from the geueral public present wishing to comment on <br />this matter. <br />Upon motion by Morelan, seconded by Scalze, the public hearing was <br />closed. <br />Mr. Morelan introduced the following ordinance and moved its adoption: <br />ORI)INANCE NO. 454 - APPROVING AN ORDINANCE <br />REGUI.ATING THE PI.ACEMENT OFANTENNASAND TOWERS <br />WITHIN THE CITY OF I,ITTI,E CANADA, AND AMENDING <br />CHAPTER 902.OX 0, ADDING CHAPTF.R 9l13.190, AND DEI,ETING <br />CHAPTER 903.1(J0.
