MINUTES <br />CITY COUNCIL <br />MARCH 26, 199 i <br />249 DENIONT The City Administrator reported that the property at 249 Demont Avenue <br />AVENUE SEWER is up for sale. This property is not connected to sanitary sewer. The <br />CONN~CTION City's ordinance requires that all properties connect to sanitary sewer once <br />it becomes available. The Administrator repoited that in 1990 a permit <br />was issued for a new septic system. The Administrator reported that there <br />is no documentation in the file as to why this property was not required to <br />connect to sewer. However, City records show there was no sanitary <br />sewer stub provided to the prope~rty, and it is likely that an ejector system <br />would be required to cany sewage to the main. <br />The Building Of6cial reported that in reviewing the file, there is no <br />information on the type of septic system which was installed in 1990. <br />However, there was a permit issued. <br />Morelan assumed the Code required the connection to sewer in 1990, and <br />asked why the issue was ~~ot raised at tl~at Yime. <br />The City Administrator was not sure if staff made the decision to issue the <br />permit for tlie septic system. However, I~e was sure that the issue was not <br />brought before the Council. <br />Scalze pointed out it would not be impossible to connect to sanitary sewer. <br />Scalze indicated that the money should have been spent to connect to <br />sanitary sewer rather than put in a new septic system in 1990. <br />Morelan indicated he would support allowing the continued use ofthe <br />septic system at this time. However, he would not support the issuance of <br />permits for futw•e repairs or replacement of the system. Once repairs or <br />replacement becomes necessary, Morelan felt the property should be <br />required to connect to sewer. <br />Scalze lsked the life expectancy of a septic system. <br />The Building Official rep(ied that a new system, which meets current <br />regulations, can last many years. The City is not sure what type of system <br />was installed at this property. The Building Official also reported that <br />under State law any system which does not meet the new 70-80 <br />regulations must be replaced within 10 months. <br />The City Administrator stated that based on Morelan's suggestion, the <br />City could require an annual compliance inspection. At the point the <br />septic system does not comply, the property would be required to connect <br />to sanitary sewer. <br />]0 <br />
