MINUTES <br />CITY COUNCIL <br />MARCH 2G, 1997 <br />The Buildin~ Official reported thlt septic systems are typically pumped <br />every two years and compliance inspections are done at the same time. <br />John Thunberg, owner of 249 Demont Avenue, reported that the septic <br />system is in excellent condition. It has been pumped every other year by <br />A& B Sanitation. Thunberg reported that he contacted A& B Sanitation <br />for a compliance inspection, and they indicated that they would do one in <br />the spring when the frost is out of the ground. Estimated cost of the <br />inspection is $250 to $350. Thunberg asked if the proposal is to allow the <br />septic system to service the property as lon~ as compliance inspections are <br />satisfactory. Thunber~ also pointed out that sanitary sewer is not stubbed <br />into his property, and would have to be extended over a portion of this <br />neighbor's property. <br />Scalze stated that she did not want to see the septic system in use for <br />another 20 years, and would lil<e to cap the use at 10 years. Sl~ould <br />compliance inspections fail, repair work is necessary on the septic system, <br />or '10 years pass, the property would be required to connect to sanitary <br />sewer. <br />The Administrator felt that was a workable solution. <br />Morelan pointed out that if the septic system is in compliance and there <br />are no dangerous contaminlnts going into ground water, he would support <br />allowing the use of the septic system. However, once repair work is <br />necessary or an inspection Fails, connection to the City's sewer should be <br />required. <br />Scalze was concerned about ~ranYii~g this }~roperty owner a right that other <br />property owners do not have. <br />Morelan pointed out tl~at technically speaking sanitary sewer is not <br />available to the property. <br />Scalze stated that she would (il<e to cap the use oPthe septic system at 10 <br />years. <br />LaValle pointed out that the septic system was installed in 1990, and <br />asked the expected life of the system. 'Che Building Official replied that <br />he does not know what type of system was put in. However, a system that <br />meets today's standards and is properly installed and maintained can last <br />25 years. The Buildin~ Officill suggested that a new system installed in <br />1990 which meets today's standards should last another 10 years. <br />
