MINUT~S
CITY COUNCIL
MARCH 26, 1997
Shamp indicated that Donovan needs 2,500 square feet of office space,
and is currently utilizing the trailer as temporary office space. The trailer
is located in one oFthe bays of the Donovan shop. Shamp also indicated
it was his understandin~ the City would not allow the construction of
addifional space on the property unti] there is improved road access to the
site.
The City Planner reported that the Council discussed the road situation
approximately ten years a~o. At that time the Councii suggested to
Donovan Construction and Roseville Plumbing that no building permits
would be issued for these sites until there is public street access to the
prope~ties.
Scalze felt staff should explore the Code issues involved in having a trailer
located inside a building prior Co tal<ing any action on the request for CUP
extension.
Shamp reported that in the short-term Donovan needs office space. In the
long-term, Shamp felt it would be advantageous to both Donovan and
Rosevi(le Plumbing to be able to expand their buildings. However, the
Council has indicated that until there is a 9-ton road to the properties,
these buildings could not be expanded. Shamp again pointed out that
Donovan's attorneys are still tryin~; to resolve the title }~roblems for the
property.
It was suggested the request be tabled pendin~ additional information on
the road issue as well as Code issues involved in havin~ a trailer located
inside a building.
LaValle pointed out that the road improvement would be an expensive
undertaking.
Shamp agreed, but pointed out tl~at Donovan's assets would be improved
by having road access. Shamp felt additional road right-of-way was
necessary, but suggested there would be a detrimentai impact on his
neighboi's property in dedicatin~ this right-of-way. Shamp indicated he
was not ]obbying either for or agaiiist the road.
Scalze suggested the City Planner prepare a recommendation on the road
issue.
The Planner indicated there is a 40-foot road easement existing now.
There was significant study on the road done when the building to the
south expanded a few years ago. Widening ofthe road easement would
pretty much wipe out the parking area for the lot to the south.
4
