However, the market will ultimately decide what <br />gets builY. <br />Joe Vitale indicated that redevelopment should not consist of auto-related <br />businesses. <br />Fitield indicated he felt the City has moved from the planning to the <br />project stage. With a little luck and more hard work, redevelopment <br />should come together quicker than the previous steps which were required. <br />Pifield indicated that while construction will not start in 1997, a project <br />should come together for 1998 and should coincide with the Little Canada <br />Road improvement. <br />Fahey expressed concern about shutting down Little Canada Road from <br />Rice Street to Middle Street and the effect this would have on the strip <br />malls located east of this area. <br />Pedersen poi~~ted out tl~at these malls would still h~ve access, traffic would <br />just be brought in from a different way. <br />Lendway suggested the concept mal<es a lot of sense, and pointed out that <br />if Little Canada Koad is removed between Rice and Middle Streets, it may <br />not be necessary to widen LiYtle Canada Road. <br />Sid Inman, Ehlers and Associates, recommended that the City negotiate a <br />pre-development a~reement with the developer and set specific <br />benchmarks for when certain things are supposed to occur. If the City <br />does not want auto-oriented businesses in that area, it should say so. <br />Inman also su~gested that financial benchmarks be included in the <br />agreement, and thlt the City meet with the developer's banker and <br />understantlin~ the undeiwriting criteria involved with financing the <br />project. If there is assistance provided on Che part of the City, that <br />assistance shou(d be measured. The agreement should be as specific as <br />possible. Inman also su~gested that should the deal not get done, the <br />agreement provide for who gets leases, eta Inman felt the developer will <br />need land control in order to spend money. Once land control is obtained, <br />the developer will be able to start signing up tenants. <br />The Administrator a~reed the development agreement is critical to the <br />process. <br />Pedersen asked ifthe site plan wou(d include information on facades. <br />
