MINUTGS <br />CITY COUNCIL <br />APRIL 9, 1997 <br />Fahey pointed out the developers have indicated it would take 12 to 18 <br />months before construction could begin. Fahey indicated his hope is the <br />City will have some site plans in 3 to 4 weeks, as well as an indication on <br />the types of tenants Laurent Parks could attract. Fahey also pointed ouY <br />tltat Laurent Parks has shown they are good at incorporatin~ existing <br />buildings into a redevelopment project. <br />Vitale indicated that some ofthose present came this evening in the hopes <br />of seeing some drawings. <br />Pedersen pointed out that Law~ent Parks has indicated they would be <br />principle owners in the project. Pedersen also felt Laurent Parks has the <br />resources to do the project. <br />The Administrator explained the change in the process which resulted in <br />the City seeking 1 request for quali6cations rather than a request for <br />proposals. There are costs associlted with putting site plans together, and <br />the developers did not want to expend these dollars unless they knew they <br />were the developer se(ecYed. The Administrator again outlined the <br />timeframe of three weeks f'or site plans, a~~other 2 to 3 weeks for a <br />development agreement, and 90 days to know if there is a project or not. <br />Fahey suggested that whatever workshops are necessary should be <br />scheduled to keep the process goin~. <br />7oe Vitale asked if there was concern with requesting proposals because <br />the redevelopment guide was not inviting to developers. Vitale asked if <br />the City will have to abandon the plan in order to attract a developer. <br />Fahey replied that the developers interviewed felt the process the City <br />went through to develop the plan was orderly, needed, and added value to <br />the City's efforts. Scalze a~reed, and repo~ted that developers were <br />excited about the fact that tl~e City did the plan. <br />Pedersen indicated the development guide is flexible enough for <br />developers to work with. <br />The Administrator commented that both developers indicated it was the <br />plan that interested them, and they were very impressed with the <br />documents. Without this work, it is unlikely tl~ese developers would have <br />been interested. <br />Lendway asked if property owners would have to go through the surveys <br />that were done in creating the development guide. <br />
