MINUTES
CITY COUNCIL
APRIL 23, 1997
to monitor Chat there would be no parking of vehicles within 10 feet of
adjacent mobilehomes.
Fahey suggested that could be a condition of the permit for each new
home brought into the park. If parking is to occur within 10 feet of an
adjacent mobilehome, then a form could be developed that the neighbor
would sign off on stating that the parking separation was acceptable. If
the neighbor would not sign the fonn, the 10-foot parking separation
would have to be adhered to.
Morelan asked who typically applies for a permit to place a mobilehome.
The Administrator replied that the company doing the placement usually
applies for the placement.
Morelan sug~ested that tlie mobilehome park owner should apply for the
permit and request a variance fi•om the 10-foot setback If the variance is
not approved, the mobilehome park owner would be responsible for
requiring the 10-foot setback be adhered to. Morelan felt that policing
authority should be left with the mobilehome park owner.
The Administrator pointed out that this would require an ordinance change
since the suggestion provides more flexibility than currently exists under
the ordinance.
Pedersen expressed concern with the mobilehome park policing parking
separations. Pedersen pointed out that about vehides parking off the
blacktopped parkin~ pads and on the grass.
Moore replied thlt parking on the grass is not allowed. Moore indicated
that the goal of Noirth Star Estates is to hlve the finest mobilehome park
community it can.
It was pointed out that parking plds will accommodate two vehicles.
However, if a larger home is brou~l~t in and the 10-foot separation must be
maintained, parking will be lost. Pedersen expressed concern that these
vehicles will then park on the road.
The City Administrator reported that the understanding is that parkin~ on
the road will be allowed. The Administrator suggested there may be life
safety concerns with this.
Fahey pointed out that the other two mobilehome park communities have
on-street parking.
18
