<br />As the 5-year strategic plan expired, with over 90.17% of items with measurable completion, <br />staff recommended completing a strategic planning session with the city council and leadership <br />team to develop another 5-year strategic plan. On December 18, 2024, the City Council approved <br />an agreement with Richard Fursman of HueLife to facilitate and document retreat results. <br /> <br />In advance of the strategic planning retreat, staff provided links to relevant documents with a <br />brief overview of each document at the February 26 City Council Workshop. Those documents <br />included: <br />• 2019 Strategic Plan (PDF) <br />• 2022 Strategic Plan Update (PDF) <br />• 2022 Strategic Plan Progress Reporting (PDF) <br />• 2024 Public Works & Parks Project Review and 2025 Project (PDF) <br />• 2025 Little Canada Housing Study (PDF) <br />• City of Little Canada Community Inclusion Report (PDF) <br />• City of Little Canada Sustainability Report (PDF) <br />• Little Canada Rice Street Corridor - ULI Minnesota Technical Assistance Panel Final <br />Report (PDF) <br /> <br />The strategic planning retreat was held on February 28 and March 1. At that retreat, City Council <br />members, city leadership team, and planning and parks commission members participated in a <br />facilitated discussion led by HueLife. The discussion resulted in four strategic directions to help <br />achieve a practical vision for the community and identified clear steps the city would take to <br />achieve that vision: <br />1. Delivering Dynamic Spaces <br />2. Creating Supportive Networks <br />3. Empowering High Performance <br />4. Providing Transparent Communication <br /> <br />2025-2030 Strategic Plan <br />HueLife provided raw data on March 18 from the strategic planning retreat, including a Vision <br />2030, potential blocks that would hinder success, and items to foster focused implementation for <br />the first one to two years. Administration staff took the initial data and restructured it to mirror <br />the city’s existing strategic plan reporting tool. Staff then reviewed internally to build key <br />outcome indicators that are specific to their department's assigned action items. On April 9, the <br />leadership team reviewed the plan as a whole in order to draft for the April 23 City Council <br />Workshop. <br /> <br />Following the City Council’s review, staff will work with HueLife to finalize a strategic plan <br />overview document that will serve as an easy-to-read guide for the city website. As has been <br />historically done, a graphic representation of status will be available on the City of Little Canada <br />website in the form of a bar chart to add transparency in reporting. Staff will continue to meet <br />every six weeks, updating action item statuses accordingly, both internally and externally, on the <br />strategic plan progress reporting webpage. <br /> <br />2025-2030 Strategic Plan Reporting Tool <br />The strategic plan progress reporting tool breaks each strategic direction into an easy-to-use and <br />easy-to-update Excel file with five completion status categories monitored through a percentage <br />tracking system. Additional information for each action item has been encompassed in order to <br />document steps toward completion and provide a status of completion. Table 1 defines each <br />heading within the progress reporting tool.
