STAFF REPORT
TO:Mayor Fischer and Members of the City Council
FROM:Bill Dircks, Public Works Director
Heidi Heller, City Clerk/HR Manager
DATE:May 14, 2025
RE:Public Works Maintenance Employee Working out of Class
ACTION TO BE CONSIDERED
Consider approval of additional compensation to the Public Works Maintenance Worker I for working
out of class during the extended absence of the Public Works Streets & Fleet Supervisor.
BACKGROUND
The Streets & Fleet Supervisor suffered a non-work-related injury resulting in time away from work
for at least twelve weeks. To make continuity within public works department operations, staff
recommends that Ryan Anderson, Maintenance I employee, be named Acting Streets and Fleet
Supervisor. Mr. Anderson has been effectively acting in this role since the current supervisor’s injury
and has proven to be well suited for the position.
Staff recommends that Mr. Anderson be compensated at the Step 0 level of the Public Works
Supervisor grade retroactive to April 30 until the regular supervisor either returns or retires in August
2025. Funds are available in the operating budget to cover the increase in pay.
RECOMMENDATION
Approve the temporary appointment of Ryan Anderson to Public Works Streets & Fleet Maintenance
Supervisor and approve an increase to Step 0 of the Supervisor grade retroactive to April 30 during the
regular Supervisor’s leave of absence.
