The State conditions are as follows, and all three conditions must be met: <br />1. The licensee agrees to have a private vendor train all employees within 60 days of hire and <br />annually thereafter in laws pertaining to the sale of alcohol, the rules for identification checks, <br />and the responsibilities of establishments serving intoxicating liquors; <br />2. The licensee agrees to post a policy requiring identification checks for all persons appearing to <br />be 30 years old or less; and, <br />3. A cash award and incentive program is established by the licensee, to award employees who <br />catch underage drinkers, and a penalty program is established to punish employees in the event <br />of a failed compliance check. <br /> <br />None of the City’s off-sale liquor license holders have ever taken advantage of the $100 discount. <br /> <br />Other liquor license fees are listed below, and staff is not recommending increases to these fees for <br />2025: <br /> <br />2 a.m. Liquor License ½ of the State License Fee <br />On-Sale 3.2 Intoxicating Malt Liquor $150 <br />Off-Sale 3.2 Intoxicating Malt Liquor $150 <br /> <br />Gordies is the only business with a 2 a.m. license, and there are no issued 3.2 liquor licenses. <br /> <br />State Statute requires that a public hearing be held to consider increases in liquor license fees, and <br />notice of the proposed increase was emailed to all affected license holders prior to the hearing date. <br /> <br />STAFF RECOMMENDATION: <br />Staff recommends the Council hold the public hearing and consider the annual increase of on-sale <br />liquor license fees. <br /> <br />If Council decides to increase the liquor license fees by 2%: <br /> <br />1. Approve a 2% increase to the 2025 on-sale liquor license fees and adopt Ordinance 912, <br />updating the Fee Schedule for 2025 on-sale liquor and wine licenses and approve publication <br />of a summary ordinance. <br /> <br />If Council decides to change the liquor license fees in another way: <br /> <br />2. Approve changing the on-sale liquor license fees to ______ and adopt amended Ordinance 912 <br />updating the Fee Schedule for 2025 on-sale liquor and wine licenses and approve publication <br />of a summary ordinance. <br /> <br />If Council decides to leave the license fees unchanged in 2025: <br /> <br />3. Make a motion to not increase the on-sale liquor license fees in 2025.
