City Current On-Sale liquor
annual license fees
Comments from city about fee increases
North Oaks On-Sale Liquor $1,250
On-Sale Wine $250
The last time we increased our On-Sale fees were
in 2019. Prior to that the fees were $1,100

Lino Lake On-Sale Liquor $4,500
Wine License $500

No known history on increases
Columbia Heights On-Sale Liquor $6,500
On-Sale Wine $1,200/$2,000
(25-74 seats/75+ seats)
2019 vs. 2025, there has not been much change
at all except for removing the A-E classification to
simplify the fee structure.
Previous liquor fees ranged $5,500-$8,000

Arden Hills On-sale By size:
$3465 (1,999 sf or less)
$4620 (2-2,999 sf)
$5775 (3-3,999 sf)
$6930 (4,000sf and up)

Wine: $2,000 or half of on-sale
fee, whichever is less

The liquor license fees have not changed for
more than 10 years. Not sure when the last time
they were changed. Each year Council is asked
and they want to keep it the same, they’ve felt
like businesses have had it hard enough during
and post COVID.
White Bear
Township
On-Sale Liquor $2,800
On-Sale Wine $1,400
To the best of my knowledge, the liquor fees
haven’t been updated in easily a decade or
more. As of right now, we have no plans to
change them.

St. Anthony
Village
On-Sale Liquor $8,000
On-Sale Wine $1,500
These fees are included in our fee schedule,
which is reviewed/approved annually. It’s been
over 10 years at least since the liquor fees were
changed.

North St. Paul On-Sale Liquor $5,000
On-Sale Wine $2,000

Still the same fees since at least 2009
Lake Elmo On-Sale Liquor $1,500
On-Sale Wine $200
We haven’t increased our fees in at least 10
years. The City Council has been very pro-
business here and we don’t have large chain
restaurants or bars so they have left the fees as
is.

Maplewood On-Sale Liquor
Class A $7,000
Class B $8,500
Class C $11,000
Class E $4,667
On-Sale Wine $2,000
The last increase I found for Maplewood was in
2005 of 2.5% to the current rates, if there is a
state maximum we use that fee.

The classes deal with food to liquor ratio and also
golf courses/seasonal.
