1 <br /> <br />RAMSEY COUNTY <br />HOUSING AND REDEVELOPMENT AUTHORITY <br /> <br />CRITICAL CORRIDORS <br />DEVELOPMENT AND INFRASTRUCTURE GRANT AGREEMENT <br /> <br />THIS GRANT AGREEMENT (“Agreement”) is entered into this _____ day of _______, <br />2025 and is by and between the Ramsey County Housing and Redevelopment Authority, a political <br />subdivision of the State of Minnesota (“Authority”), and the City of Little Canada, a Minnesota <br />municipal corporation (“Grantee”). <br /> <br />RECITALS <br /> <br />1. Authority was created pursuant to Minnesota Statutes §§ 469.001 to 469.017, as amended, and <br />was authorized to transact business and exercise its powers by a resolution of the Ramsey <br />County Board of Commissioners. <br /> <br />2. Pursuant to Minnesota Statutes § 469.033, subd. 6, Authority levied a special benefit tax <br />throughout its area of operation and, in order to fulfill the purposes of the levy for some of <br />those levy funds, Authority established the Critical Corridor– Development and Infrastructure <br />Program (“Program”). The Purpose of this Program is to improve the tax base and quality of <br />life in Ramsey County through investments in inclusive redevelopment and public <br />infrastructure within transit, economic, and cultural corridors, and by supporting projects that <br />incorporate efficient land use and compact built form in order to connect residents to housing, <br />jobs, retail, and services, while creating walkable environments in order to encourage <br />construction of affordable housing and prevent and eliminate blight. <br /> <br />3. The Program accomplishes these objectives by providing funding to grantees with projects <br />having extraordinary costs of housing, commercial or mixed-use redevelopment projects; <br />public site infrastructure improvements; or strategic property acquisitions that preserve sites <br />for future higher density development (“Program Activities”). <br /> <br />4. The Program Activities are all activities that Authority could undertake directly pursuant to <br />Minnesota Statutes §§ 469.001 to 469.047. <br /> <br />5. Grantee seeks to invest in public site infrastructure improvements (“Project”) which will result <br />in the construction of a housing development project. <br /> <br />6. Grantee has submitted an application (“Application”) to fund certain Program Activities on <br />property in Ramsey County, in the City of Little Canada, as described in Exhibit A <br />(“Property”). The Application, which is on file with Authority, further describes the Project <br />and its proposed Program Activities, which are enumerated in Exhibit B (“Project Activities”). <br /> <br />7. Authority has determined that the Project and the Project Activities meet the overall purpose <br />and goals of the Program; will positively contribute to and further such purpose and goals; and <br />is in the best interests of Authority and the community.
