iVIINUTES <br />CITY COUNC[L <br />MAY 14, 1997 <br />Administrator recommended not approving the change-order and retaining <br />the base bid. <br />Mr. LaValle introduced the following resolution and moved its adoption: <br />RESO7. UTION NO. 97-S-II4 - REJECTING 7HE ARCADE STREET <br />IMPROVEMENT CHANGE-OL2DER AS RECOMMENDL'D I3Y THE <br />CITYADMINISTR~ITOR <br />The foregoing resolution was duly seconded by Scalze. <br />Ayes (4) LaValle, Scalze, Pahey, Pedersen. <br />Nays (0). Resolution declared adopted. <br />BROOKS- The City Administrator reporCed tl~at Brooks-Fiber 17as requested <br />FIBER permission to place there fiber overhead in portions ofthe City where <br />OVERHEAD other utilities alreldy exist overhead. Fahey pointed out the City's <br />PLACEMENT policy of requiring all new utility installations to be placed underground. <br />REQUEST Brooks-Fiber is asl<ing that the Council reconsider this position. <br />Dennis Carson, 2465 ~dgerto~~ Street, requested that the Council not vary <br />fi~om its position of requiring new inst111ations to be underground. Carson <br />felt the addition of cables to existing overhead wires would make it more <br />difficult to get these utilities buried under~round in the future. Carson <br />pointed out tl~at Brool<s-Fiber is ptissing dlrough Little Canada with its <br />fiber, but is not providing any benefit to the residentill properties in the <br />City. <br />The City Administrator agreed that Brooks-Fiber was putting together a <br />metro area loop to tie into those lines servin~ commercial clients. <br />Fahey stated tl~at he perso»ally would not notice another line on the <br />overhead poles, and he was reluctant to require underground installation <br />for this one utility company. Fahey noted that the agreeme~~t indicates Yhat <br />Brooks-Fiber will put their caUle underground ifNSP agrees to bury their <br />wires. Faltey felt this was reasonable. <br />Carson asl<ed about the next utility company that wants to put its wires on <br />tl~e poles. <br />Fahey felt th~tt would be acce~table a~~d su~gested that all the utilities be <br />allowed to put tl~eir wires o~~ the po(es until such time as NSP buries its <br />wires. <br />
