MINUT~S <br />CITY COUNCIL <br />MAY 28, 1997 <br />Rios pointed out Yhe high traffic volume on Centerville Road, and felY the <br />twinhome development would add 200 to 300 vehicles per day. Rios <br />asked if anyone has lool<ed at the traffic situation. <br />Morelan pointed out that the State recently reduced the speed limit on <br />Centerville Road from Little Canada Road to Pioneer Park to 35 miles per <br />hour. Morelan suggested that should this development go through, the <br />City requesY the State to extend the speed limit reduction fuirther north on <br />Centerville Road. C,aValle suggested that the City immediately pursue the <br />extension of the reduced speed limit up to the Peters' property. <br />Morelln felt 1 fi~eeway errtrance at Edgerton Street was needed. Morelan <br />pointed out that there is a~reat deal of Craffic comin~ through Little <br />Canada from Vadnlis Heights on its way to the freeway. <br />Rios indicated thlt there are times when there are numerous cars backed <br />up oi~ Centerville Road to turn onto Little Canada 12oad. LaValle <br />suggested tliat the liglit cycle be looked 1t during the rush hours to see if <br />there is a way to get traffic to flow througl~ tl~e intersection more quickly. <br />Doug Wilson, 3034 Desoto Street, stlCed that his concer~i was the <br />increased traffc through the area, especially the increased traffic on Allen <br />Avenue. Wilson felt thlt extending Allen Avenue through would <br />encourlge people to use that route to get to Centerville Road rather than <br />LaBore Road. Wilson suggested installing a cul-de-sac at the east end of <br />Allen Avenue, 1nd pointed out that Yhis would ~-estiilt in one more loY for <br />the developer. <br />Morelan pointed out that the maxinwm length for 1 cul-de-sac is 500 feet, <br />therefore, a variance would be required. <br />Tliere was some discussion about the model homes that are being <br />proposed. The City Administrator pointed out Yhat tl~e City has allowed <br />models in other developments. The concern is that the road bed is <br />protected while construction of the models is going on. Trattalone pointed <br />out that the road would be coustructed at the same time as the models. <br />The road bed would be protected, and it would be proposed that the final <br />lift of bl~cktop would be instal(ed in 1998. 7"he Adminish~aYor indicated <br />tliat an occuplncy permit would not be gra~~ted for Yhe models until there <br />is a fully-improved road in place or some assurances that this will happen. <br />Howe reported that at the Planning Commission meeting concerns was <br />expressed about renYal housing. L-[owe reported that he has checked, and <br />there will be a restriction added to the by-laws for the homeowners' <br />association limiting these twinl~omes to owner-occupied. <br />9 <br />
