MINUTGS <br />CITY COUNCIL <br />MAY 28, 1997 <br />Scalze indicated that traffic is heavy on Centerville Road. Scalze <br />indicated YhaY she did not think traffic would flow to ti~e east, but rather <br />west toward Centerville Ro1d and the freeway. <br />The City Planner indicated tl~at ~ trlffic circle tal<es more than the <br />standard intersection. The Planner sug~ested that tl~e City Engineer could <br />eval~iate a traffic circle aud comment on whether or not it would slow <br />down YraPfic. <br />Frattalone stated that he did not support a Yraffic circle, and pointed out <br />that sw rounding pro~erty owners would have to dedicate additional right- <br />of-way for a circle. Frattalone indicated that he has seen traffic circles <br />which carry a lot of Craffic, and felt a circle wouid be overkill far this area. <br />Moravetz pointed out th2t the pi'eliminary plat shows a density of 67 units. <br />Frattalone replied thlt this was correct, contrary to the 64 units quoted <br />e~rlier in the meetin;. The density for the development has decreased <br />from 76 units originally proposed to 67 units. <br />Moravetz asked how construction trafEic for the inodel homes to be built <br />on the east end of the development would access the area. Frattalone <br />replied that construction trlffic would come from ~dgerCOn down Allen <br />Avenue. Frattllone reported that he would I<eep the sU~eets as cleau as l~e <br />coald during construction. <br />The City AdminisUator reported thlt the Development Contract would <br />contain a provision requiring Yl~at the contrtictor 1<eeps the streets clean <br />during construction. 'Che fldministrltor also repoited that he is looking at <br />au escrow provision wl~ich would allow the City to have tl~e streets <br />clelned if the contractor did not respond. <br />Charlie Rios indicated that he supported the twinhome development as <br />proposed. Rios pointed out thlt there are f'our homes on Cenferville Road <br />witlzout City waCer. Rios indicated that he just ptiit it~ a new well, and <br />asl<ed if water main is extended, if he would be required to connect to City <br />water. <br />The City Administrator reported that the City could consider the <br />completion of water maii~ for this area. If water main is put in, while the <br />benefited properfy owners would be assessed for the cost of the water <br />main, Yhe City wo~ild not req~iire that they conuect as long as their existing <br />wells are operable. <br />8 <br />
