MINUTES <br />CITY COUNCIL AND <br />PARKS & RECREATION <br />MAY 28,1997 <br />Morelan asked if the streetscape plan goes into any detail regarding the proposed open <br />space area. The Administrator said that it shows some garden areas. Pedersen said that <br />there were also some ponding areas planned. The Administrator said that the City has <br />talked to the apartments about dedicating an easement to accommodate ponding. Sanders <br />asked if the garden areas would be done with the street work or later. The Administrator <br />replied that it has not been decided, and that a lot of those decisions will be determined by <br />the developers and what the City can afford. <br />Morelan said that he felt that the Park Commission should be involved when the time <br />comes. The Administrator said that there would be opportunities for development of other <br />public areas in the Rice Street/Little Canada Road area, and that it would be appropriate for <br />the Commission to comment on how they would fit into the community. Scalze said that <br />they were waiting to hear from the developers about a more final plan. <br />Johnson said that the Commission would like to be involved. Scalze said that the <br />Commission is the recommending body to the Council, and they would appreciate any <br />input. Abies mentioned that the Commission has been making an effort to have a <br />representative at the Council meetings. The Administrator said that the Commission could <br />also be notified of the meetings with the developers when they are planned. <br />TAX- Johnson said that the Commission discussed the property at their last meeting, but they <br />'ORFEITED would like more information on the City's plan for the area and possible redevelopment. <br />tROPERTY Johnson said they wondered if it should be considered for an open space or wildlife <br />LAKE/PARK area. Sanders said that they had discussed the area in conjunction with private or public <br />STREETS redevelopment. <br /> Scalze said that directly to the west was Acorn Park in Roseville, and she asked if the park <br /> could be entered west of Rice Street. Sanders replied that there were plans to connect the <br /> park by walkway somewhere in that area. Christensen said that crossing Rice Street at that <br /> location would be prohibitive. <br />Morelan said that he thought something should be done in that area, and that the pond was <br />a nice amenity that the City should make use o£ He said that unless the City is willing to <br />acquire that property and develop it, it should go through its natural course until someone <br />comes forth with a development proposal. Sanders asked if it should be picked up as tax <br />forfeited property. Morelan said not unless they plan to develop the property. Johnson <br />asked if he meant develop for park purposes. Morelan said that he thought there was <br />buildable area on the property. <br />The Administrator said that there had been some mild interest in the property, and that <br />there was potential for development activity on both sides of the pond. Sanders said that it <br />might encourage development if there were a public commitment or vision for the area. <br />Pedersen said he could envision the azea from Demont Avenue north as one big <br />development area, with the pond as an amenity, such as for a townhouse association. <br />Pedersen asked how much it would cost to acquire the property. The Administrator said <br />that it would not cost anything to acquire it for public purpose such as ponding or park, <br />
