MINUTES <br />CITY COUNCIL <br />JULY 23, 1997 <br />would assume the City would object to installation of any private <br />improvements within the right-of-way. <br />Pedersen pointed out that there is no benefit to building on the right-of- <br />way since the improvement would be demolished if the City had to work <br />within the ri~ht-of-way repairin~ a water main, etc. <br />Morelan su~gested that if there are no utilities in an area, the City might <br />be willin~ to allow private improvements. However, the property owner <br />was still taking a gamble that his or her improvements would not be <br />disturbed. <br />Mr. Morelan introduced the following resolution and moved its adoption: <br />RESOI.UTION NO. 97-7-171- DENYING THE REQUEST FOR CITY <br />PARTICIPATION IN THE COb'T OF RECONSTRUCTING THE <br />RETAINING WALI. ON THE ,TAb'ZEWSKI PROPERTY I3A.SED ON <br />TFIE FINDING OF THE MAJORITY COUNCII. THAT THE WAI.I, <br />IS IN PRIVATE PROPERTY AND THE ONL Y PROPERTY <br />73ENEFITTED I3Y THE WAT.L IS THE JASZEWSKI PROPERTY. <br />The foregoing resolution was duly seconded by LaValle. <br />Ayes (4) Morelan, LaValle, Scalze, Pedersen. <br />Nays (0). Resolution declared adopted. <br />Morelan suggested that the Jaszewski's strongly pursue their claim with <br />their insurance agency. Jaszewski reported that they have no flood <br />insurance. <br />PARKS &c The Council reviewed the recommendation of the Parks & Recreation <br />RECREATION Commission with regard to appointment procedures for new Parks & <br />COMMISSION Recreation Commission members. <br />Karen Johnson, Chair of the Parks & Recreation Commission, pointed out <br />that the Commission is recommending that applicants to the Commission <br />be interviewed by the Parks & Recreation Director and the Commission <br />Chair or designee. It was felt that the interview would offer applicants a <br />chance to ask questions and obtain more information relative to the duties <br />of a Commissioner. The Commission is also recommending that once a <br />member is appointed, the Council present them with a Certificate of <br />Appointment. The purpose of this recommendation is to provide an <br />opportunity for the new member to meet the Council, as well as provide <br />the member with a feeling of commitment to the position. <br />10 <br />
