GS <br />CITY COUNCIL <br />JULY 23, 1997 <br />COMMI.SSION, AND SUI3JECT TO COMPLIANCE WITH THE <br />RECOMMENDATIONS OF THE73UII.DING OFFICIAL <br />The foregoing resolution was duly seconded by Morelan. <br />Ayes (4) LaValle, Morelan, Pedersen, Scalze. <br />Nays (0). Resolution declared adopted. <br />Morelan suggested that for future applications of this nature, the Council <br />be provided with the tax valuation ofthe house. Morelan felt this <br />information may be useful in generating additional points of discussion. <br />ZONING Scalze opened the public hearing to consider an amendment to the <br />ORDINANCE Zonin~ Ordinance relating to open and outdoor stora~e. It was noted that <br />AMENDMENT- the Planning Commission has recommended approval of the amendment. <br />OPEN 3z <br />OUTDOOR The City Planner reported that the purpose of this ordinance amendment is <br />STORAGE clear up some conflicting language in the Zoning Ordinance. The Planner <br /> pointed out that the ordinance currently provides for open and outdoor <br /> storage as both a permitted use and a conditional use in the Business <br /> Warehousing District. Past policy has been to treat this use as a <br /> conditional use. The Planner also pointed out that the ordinance <br /> amendment also provides as a condition of allowing an outdoor storage <br /> area, that the storage area be paved with asphalt, concrete, or other <br /> materials as approved by the City Council. The Planner felt that grass and <br /> gravel storage areas are typically poorly maintained. The Planner <br /> indicated that the rational for requiring the paving is that outdoor storage <br /> areas are a replacement for a building. Therefore, a minimum requirement <br /> is that this storage area be paved. <br />There was no one from the general public present wishing to comment on <br />this matter. <br />Upon motion by Morelan, seconded by Scalze, the public hearing was <br />closed. <br />LaValle asked what the effect of passing this ordinance would be on <br />existing businesses in Ryan Industrial Park. <br />The Planner replied that existing businesses would not be told they have to <br />pave their outdoor storage areas as a result of this ordinance. However, if <br />those businesses came in for a buildin~ expansion or requested a <br />conditional use permit, then they would be required to meet the new <br />ordinance requirements. <br />
