MINUTES OF THE REGULAR MEETING CITY COUNCIL LITTLE CANADA, MINNESOTA MAY 289 2025 Pursuant to due call and notice thereof, a regular meeting of the City Council of Little Canada, Minnesota, was convened on the 28th day of May 2025 in the Council Chambers of the City Center located at 515 Little Canada Road in said City. Mayor Tom Fischer called the meeting to order at 7:30 p.m., and the following members of the City Council were present at roll call: CITY COUNCIL: Mayor Fischer, Council Members Malone, Kwapick, Gutierrez, and Miller. Absent: None. ALSO PRESENT: Acting City Administrator Laura Linehan, Parks and Recreation Director Steve Anderson, City Engineer Eric Seaburg, City Clerk/HR Manager Heidi Heller, and Finance Director Sam Magureanu. APPROVAL OF MINUTES Miller introduced the following resolution and moved its adoption: RESOLUTIONNO. 2025-5-81— APPROVING THE MINUTES OF THE MAY 14, 2025 WORKSHOP, THE MAY 14, 2025 REGULAR, MAY 16, 2025 SPECIAL, AND MAY 17, SPECIAL MEETINGS AS SUBMITTED The foregoing resolution was duly seconded by Gutierrez. Ayes (5). Nays (0). Resolution declared adopted. ANNOUNCEMENTS The Acting City Administrator asked residents to register for Reuse Day by May 30th. The Pioneer Park water feature is open for the season and is operational from 9:00 a.m. to 9:00 p.m. Demont Avenue will be closed on June 2nd for about one week for utility work. PUBLIC COMMENT None. PRESENTATIONS 2024 AUDIT FINAL REPORT BY CITY AUDITOR, ABDO Tyler See, Abdo, presented the 2024 audit reporting a clean, or unmodified, opinion with no legal compliance issues. He reported one control finding related to limited segregation of duties, which is a common finding for cities of this size. He provided additional information on the different City funds and related balances. . Mayor Fischer recognized that the city had received this finding before and asked if there were cities that had found a solution to the finding. Mr. See replied that a school district involved more people in the process with the goal of eliminating that finding.
