MINUTES OF THE REGULAR MEETING <br />CITY COUNCIL <br />LITTLE CANADA, MINNESOTA <br />MAY 289 2025 <br />Pursuant to due call and notice thereof, a regular meeting of the City Council of Little Canada, <br />Minnesota, was convened on the 28th day of May 2025 in the Council Chambers of the City Center <br />located at 515 Little Canada Road in said City. <br />Mayor Tom Fischer called the meeting to order at 7:30 p.m., and the following members of the City <br />Council were present at roll call: <br />CITY COUNCIL: Mayor Fischer, Council Members Malone, Kwapick, Gutierrez, and Miller. <br />Absent: None. <br />ALSO PRESENT: Acting City Administrator Laura Linehan, Parks and Recreation Director Steve <br />Anderson, City Engineer Eric Seaburg, City Clerk/HR Manager Heidi Heller, and Finance Director <br />Sam Magureanu. <br />APPROVAL OF MINUTES <br />Miller introduced the following resolution and moved its adoption: <br />RESOLUTIONNO. 2025-5-81— APPROVING THE MINUTES OF THE MAY 14, 2025 <br />WORKSHOP, THE MAY 14, 2025 REGULAR, MAY 16, 2025 SPECIAL, AND MAY 17, <br />SPECIAL MEETINGS AS SUBMITTED <br />The foregoing resolution was duly seconded by Gutierrez. <br />Ayes (5). Nays (0). Resolution declared adopted. <br />ANNOUNCEMENTS <br />The Acting City Administrator asked residents to register for Reuse Day by May 30th. The Pioneer <br />Park water feature is open for the season and is operational from 9:00 a.m. to 9:00 p.m. Demont <br />Avenue will be closed on June 2nd for about one week for utility work. <br />PUBLIC COMMENT <br />None. <br />PRESENTATIONS <br />2024 AUDIT FINAL REPORT BY CITY AUDITOR, ABDO <br />Tyler See, Abdo, presented the 2024 audit reporting a clean, or unmodified, opinion with no legal <br />compliance issues. He reported one control finding related to limited segregation of duties, which is a <br />common finding for cities of this size. He provided additional information on the different City funds <br />and related balances. . <br />Mayor Fischer recognized that the city had received this finding before and asked if there were cities <br />that had found a solution to the finding. Mr. See replied that a school district involved more people in <br />the process with the goal of eliminating that finding. <br />
