MINUTES <br />CITY COUNCIL <br />MAY 289 2025 <br />Miller commended the Finance Director for his great work. Mayor Fischer thanked Mr. See and his <br />team for their work. <br />Miller introduced the following resolution and moved its adoption: <br />The foregoing resolution was duly seconded by, Gutierrez. <br />Ayes (5). Nays (0). Resolution declared adopted. <br />CONSENT AGENDA <br />Kwapick introduced the following resolution and moved its adoption: <br />RESOLUTIONNO. 2025-5-83 —APPROVING THE CONSENTAGENDA, WHICH <br />• Approval of the Vouchers <br />• Approve a Temporary Liquor License for Little Canada Canadian Days, Inc. for August <br />1-31,2025 <br />• Accept Resignation of Alex Evenson, Public Works Supervisor — Buildings and <br />Stormwater <br />The foregoing resolution was duly seconded by Gutierrez. <br />Ayes (5). Nays (0). Resolution declared adopted. <br />CERTIFY IMPROVEMENT COSTS AT 3075 SPRUCE STREET TO PROPERTY TAXES <br />PAYABLE 2026 <br />The City Engineer stated that there was a road rehabilitation project for Spruce Street in 2023. He <br />explained that the property owner of 3075 Spruce Street had requested additional concrete, work on the <br />driveway apron outside of the city right-of-way and agreed to pay the additional cost. He stated the <br />City performed the work but has not been able to recoup the agreed -upon payment for the work. He <br />reported it has become apparent that there is no intention of the property owner to pay for the work, <br />and therefore, it is recommended to certify the improvement costs to property taxes payable in 2026. <br />Mayor Fischer commented that this is not an ideal position and agreed that it is time to move on <br />formally to recoup the cost. He recognized that if approved, the property owner could still pay this <br />before the end of June. The Finance Director commented that costs are certified to the county in <br />November so the owner could most likely still make payment prior to November as well. <br />Kwapick commented that two property owners were going to pay for the additional work and asked if <br />the other property owner paid their share. The City Engineer explained that this was a unique situation <br />in which two property owners agreed to split the cost, and the neighbor immediately paid their invoice. <br />2 <br />
