Date: June 3, 2025

To: Mayor and City Council

From: Richard Fursman, HueLife

Subj: Onboarding Services

Introduction: As Bryce begins his role as City Administrator, I would like to review the “Onboarding”
process designed to help with the transition. Like the name suggests, Onboarding is intended to
help bring "aboard" the new employee. It helps bring everyone up to speed and set clear
expectations. Onboarding also lays the foundation for the culture and communications.

What is onboarding intended to do? It is intended to help the organization and the new
Administrator set firm expectations through expressed values, operating norms, styles of
communication, etc. It also identifies immediate priorities, special situations, and expected
approaches to issues.

What's involved? I will provide a survey for the Mayor, Council and staff. Everyone is asked to
complete the survey online. I will prepare a report on the findings are review it with you. The report
acts as a guide for discussions on the various issues and practices that come up.

How long does the meeting take? I will facilitate two meetings. One with Bryce and the Council,
and another with Bryce and the staff. Each take between 60-90 Minutes, depending on the depth of
discussion.

When should we hold these? Within a week or two of when Bryce starts would be best. I could do
this on after July 8th or 9th or the following week. I ask that you find a time when the Council can
meet for about 90 minutes. Staff should arrange separately for the same day or soon before/after.

Key Outcomes of Onboarding
A. Establish priorities
B. Review cultural nuances
C. Review strategic plan implementation roles
D. Verify key strategic relationships
E. Identify best elected relationship & governance
F. Clarifying performance expectations
G. Determining organizations’ readiness for change
H. Identifying risk factors

Process:
1. Schedule Onboarding session
a. I send out online questionnaire for staff and Council
i. Prepare report brief on organization
2. I will facilitate sessions to discuss report and items A-H
3. 1-2hours with staff and 1-2 hours with elected officials
4. Follow-up with Administrator

Fee: $2,000
