<br /> <br /> STAFF REPORT <br /> <br /> <br /> <br />TO: Mayor Fischer and Members of the City Council <br /> <br />FROM: Sam Magureanu, Finance Director <br /> Laura Linehan, Acting City Administrator <br /> <br />DATE: June 11, 2025 <br /> <br />RE: State Performance Measurement Program <br /> <br />ACTION TO BE CONSIDERED: <br />Approve Resolution and authorize participation in the State Performance Measurement Program and <br />Reporting Results for 2024. <br /> <br />BACKGROUND: <br />The Performance Measurement Program of the Office of the State Auditor (OSA) began in 2010 for <br />cities and counties to report on at least 10 performance measures annually as a way to aid residents, <br />taxpayers, and state and local elected officials in determining the efficacy of counties and cities in <br />providing services and measure residents' opinions of those services. While the program is voluntary, if <br />the city wanted to participate it would require passing a resolution by July 1 each year and reporting on <br />at least 10 performance measures. <br /> <br />As a benefit, the city would receive $0.14 per capita up to $25,000. Our population is estimated in <br />2024 to be 10,766 so that would equate to $1,507.24. While not a large amount, the effort to complete <br />the task would not be significant as many of the metrics staff has easy access to. <br /> <br />ISSUE BEFORE THE COUNCIL: <br />Should the Council approve the resolution submitting our 2024 performance measures to the OSA? <br /> <br />PROPOSAL: <br />Included in your packet is a resolution authorizing participation in the program and reporting on the <br />results of 10 measures. <br /> <br />FISCAL IMPACT: <br />As an added benefit for participating in the program, the city will receive $0.14 per capita up to <br />$25,000. Our population is estimated in 2024 to be 10,766 so that would equate to $1,507.24. <br /> <br />RECOMMENDATION: <br />Motion to Approve Resolution and authorize participation in the State Performance Measurement <br />Program and Reporting Results for 2024. <br /> <br />ATTACHMENTS: <br />• Attachment A: Resolution <br />• Attachment B: Measurement Program Proposed Metrics <br />
