<br /> <br /> STAFF REPORT <br /> <br /> <br />TO: Mayor Fischer and Members of City Council <br /> <br />FROM: Laura Linehan, Acting City Administrator <br /> Sam Magureanu, Finance Director <br />Heidi Heller, City Clerk/HR Manager <br /> <br />DATE: June 11, 2025 <br /> <br />RE: Dental and Vision Premium Employer Contribution Analysis <br /> <br />ACTIONS TO BE CONSIDERED: <br />Staff is requesting City Council policy-level feedback and direction regarding employer <br />contributions for dental and vision premiums as part of the 2025 budget process. <br /> <br />BACKGROUND: <br />The City of Little Canada has been making strides in becoming an employer of choice, and in <br />order to be an attractive workplace for current and future employees, we must continue to keep <br />pace with current trends and best practices. The following analysis of employer contributions for <br />dental and vision premiums from neighboring communities was completed to provide important <br />background information to enable City Council members to make better policy decisions during <br />the 2026 budget process. <br /> <br />City staff surveyed comparable and neighboring communities to determine coverage, costs, and <br />employer funding percentages for dental and vision currently being offered for 2025. The <br />communities surveyed include the City of Little Canada’s standard comparable community list <br />and the benchmark communities utilized for the 2022 Compensation Study. The list of surveyed <br />communities is outlined in Table 1 provided on the next page. <br /> <br /> Table 1: Surveyed Communities <br />Arden Hills North Saint Paul <br />Lake Elmo Roseville <br />Mahtomedi Saint Anthony <br />Maplewood Shoreview <br />Mendota Heights Vadnais Heights <br />Mound <br /> <br />Each of the surveyed communities was asked several questions about the following areas of <br />dental and vision coverage: <br />• If dental/vision is offered as a benefit <br />• What tiers are offered (Employee only, employee + 1, family etc.) <br />• 2025 monthly costs for each tier
