MINUTES <br />CITY COUNCIL <br />AUGUST 27, 1997 <br />both of these properties. The Administrator replied that that may be a <br />possibility. <br />Fahey suggested that the City move forward with the water main <br />improvement, pointing out that it compietes a loop in the line, and the fact <br />that the low bid is low by almost $20,000. If the improvement is delayed <br />until Centerville Road is improved, the cost wil( likely increase given that <br />the low bid takes into account the fact that Frattalone Excavating wil! be <br />working in the area putting in Ailen Avenue. Therefore, the low bid may <br />have an economy of scale relatin~ to mobilization costs. <br />Scalze pointed out the difference in amount between the Frattalone bid <br />and the other two bidders. Scalze felt this difference reflected the fact that <br />Frattalone was goin~ to be working in the area improving Allen Avenue <br />and the other two bids were indicative of the market. <br />The Administrator pointed out that this is a small project which would <br />have to be combined with another project in the future. <br />Morelan pointed out that initially four property owners petitioned the City <br />for the water main improvement. The Administrator noted that he knows <br />of one property owner who has changed their mind about the <br />improvement. <br />Fahey pointed out that should the City not proceed with the project at this <br />time, and a water service is extended to one or both of the two northerly <br />properties, there would be two less properties to divide the cost among <br />when the project does proceed in the future. Fahey noted that the City is <br />now running into smaller water main projects which are difficult to go <br />forward with independently. The Administrator pointed out the potential <br />to combine with a water main project in the Twin Lake area or on Viking <br />Drive. <br />Scalze felt that a project on Viking Drive would be difficult on its own <br />since there is only a single-frontage which can be assessed. <br />Council discussed the effect on assessments for a future water main <br />project if a water service line was run to one or both of the two northerly <br />properties. Morelan felt that the City would not see a better price for this <br />improvement than the one Frattalone has bid. It was felt the cost would <br />never by lower to install this section of water main. The Council also <br />noted that only one property owner attended the neighborhood meeting on <br />the proposed improvement and there were no property owners in <br />attendance at the improvement hearing. <br />11 <br />
