MINUTES <br />CITY COUNCIL <br />SEPTEMBER 10, 1997 <br />Frattalone stated Yhat he would like the rezoning to I-P with the thought <br />that any uses permitted in the I-P District would be allowed. If that is not <br />acceptable, a rezoning to PUD mi~ht be an alternative. <br />Scalze indicated that the Council previously discussed PUD zonin~; for the <br />property so that the City would have more control over how it is <br />developed. Scalze felt there were more ramifications with an open-ended <br />rezoning to I-P. Under a PUD zone, the developer would have to provide <br />more information on what is being proposed, and the City has more <br />control. <br />Morelan suggested that before a rezoning is approved, Frattalone should <br />present a concept development plan similar to what was done with the <br />Pitrina Park plat. <br />Pedersen agreed that the Council should have a sense of what the <br />development of the property will look like. <br />LaValle felt that the property needed to be graded irrespective of how it is <br />developed. <br />Pedersen pointed out that Frattalone has been contacted by two potential <br />users of the site. Therefore, he must have a sense of how the site will <br />develop. <br />Frattalone anticipated an office/warehouse development with office <br />comprising between 25 and 40 percent of the development. Frattalone <br />again indicated that he would like some idea from the Council as to how <br />the City mi~ht be interested in seeing the property develop. <br />Scalze asked about property tax impact of the various types of <br />development. Morelan replied that tax impact is dependent on building <br />valuation. Morelan indicated that the Council is looking for the highest <br />and best use of the land. Morelan further stated ihat Frattalone would <br />have to sell the City on the fact that 25 to 40 percent office space is the <br />best that can be done on this property. <br />Scalze felt the Council needed to know what the end product will be and <br />indicated that the Planning Commission is the place to start, <br />Frattalone suggested that he present some ideas for the fa~ade of the <br />buildin~ as well as potential use. Frattalone asked if a 25/75 split between <br />office and warehouse is noC acceptable to the Council, that the Council <br />provide him some input as to what is acceptable. Frattalone felt this was <br />not the right location for an o~ce development. <br />
