MINUTES <br />CITY COUNCIL <br />SEPTEMBER 10,1997 <br />The City Administrator pointed out that the Council will consider the <br />rezoning application at their next meetin~, and sug~ested that approval <br />could be granted to place the concrete pads over the water conduits. <br />Frattalone replied that that would be acceptable; however, indicated that <br />he would like some ideas on the development concept for this property, <br />Scalze indicated that the City would like to see the property placed on the <br />tax rolls and supports the Water Department's sale of the property. <br />However, this is a nice property on water and the Council would like <br />whatever development which occurs to be a little extra special. Scalze <br />pointed out that warehouse development does not have as hi~h a tax value <br />as an office or research facility. The Council wants to see the best use for <br />the property. <br />Frattalone did not feel office use was the best use of this property given its <br />location. There is a railroad track abutting the southern property line as <br />well as industrial development adjacent to the site. Frattalone felt that I-P <br />zoning would be a good fit. Frattalone indicated that a 100,000 square <br />foot building would be the largest buildin~ that could be developed on the <br />site. Frattalone proposed office warehouse with a brick office on the front <br />and warehouse on the back. <br />Scalze asked if Frattalone had an idea of the use of the property. <br />Frattalone did not, and indicated that he would like to know what would <br />be acceptable to the City. Frattalone indicated that he would like to get <br />going on the site work Frattalone reported that he his purchase a~reement <br />with St. Paul Water Utility runs through the end of October. <br />Scalze indicated that she would like input from the Planning Commission <br />on the rezoning issue prior to acting on the grading permit. <br />Frattalone reported that he would close on the property with the Water <br />Department once he obtained a grading permit and the property was <br />rezoned. <br />Morelan suggested that action on the grading permit be tabled until the <br />September 24°i Council meetin~ when the rezoning will be considered. <br />Scalze agreed and noted that she would like input from the Planning <br />Commission on the rezonin~ issue prior to taking action on the grading <br />permit. Scalze also stated that she would like infarmation on the end use <br />ofthe property. <br />
