MINUTES <br />CITY COUNCIL <br />SEPTEMBER 24,1997 <br />Ayes (5) Morelan, LaValle, Pedersen, Scalze, Fahey. <br />Nays (0). Resolution declared adopted. <br />Scalze questioned why the Planning Commission did not act on the <br />concept site plan presented by Mr. Frattalone, but limited their discussion <br />to the rezoning. The City Planner suggested that the Planning <br />Commission felt site plan review would come back to the Commission at a <br />later date. <br />Fahey suggested there was little need for an additional Planner's report on <br />the rezoning of this site From B-3 to PUD given the report that was just <br />prepared. The City Planner suggested that his report be limited to <br />suggested changes in the wording of the Comp Plan to reflect the rezoning <br />action. <br />ARCHITEC- Mr. Doug Kennedy, Franchise Associates, appeared before the Council <br />TURAL requesting architectural approval of the redevelopment of the former <br />REVIEW - Hardee's building located at 2300 Rice Street into an Arby's Restaurant. <br />ARBY'S Kennedy reported that the discussion at the Planning Commission meeting <br />centered on the type of awnings that were being proposed for the building. <br />Scott Mauer, architect for the project, reported that they had proposed <br />back-lit awnings, which it now appears are not allowed under the City's <br />architectural review guidelines. Mauer reported that the reasoning for the <br />back-lit awnings is to make the building stand out. Mauer reported that <br />the plan has been revised to show seamless awnings, with neon lights <br />above and below the banding. <br />Morelan asked if neon was allowed under the architectural guidelines. <br />Morelan stated that he was aware that the architectural guidelines <br />prohibited back-lit signs, but not back-lit awnings. Morelan stated that <br />when the guidelines were adopted, the City did not have a clear picture on <br />the types of architectural treatments that would be proposed. Therefore, <br />the guidelines were made to be restrictive. Morelan stated that he saw <br />nothing wrong with neon. <br />Kennedy pointed out the Planning Commission's recommendation that <br />differed somewhat from the City Planner's recommendation. Kennedy <br />asked that the Council adopt the recommendations of the Planning <br />Commission. <br />11 <br />
