MINUTES <br />CITY COUNCIL <br />OCTOBER 22, 1997 <br />Morelan asked how the City Administrator anived at an estimate of <br />$310,000 for the addition without the unisex restroom. The City <br />Administrator pointed out that the estimate for the addition with the <br />restroom was $316,845 and he eliminated $6,845 for the unisex restroom <br />assuming funding of the restrooms from another source. <br />Morelan asked if it would be a problem for the Historical Society to use <br />the existing restrooms. Hanson replied that it would not and the City <br />Administrator agreed it is workable. <br />Pedersen pointed out that during times there is a meetin~ in the Council <br />Chambers, it would be inconvenient to have people cutting through the <br />Chambers on their way to the restroom. Pedersen felt it would be a poor <br />design decision not to include the unisex restroom in the addition. <br />Kathy Hanson reported that the Historical Society has quarterly and <br />sometimes by-annual evenin~ functions. <br />Pedersen pointed out that the building will be in existence for a long time, <br />and felt it did not made sense to build the addition without a restroom. <br />The City Administrator reported that to upgrade the existing restrooms to <br />meet handicapped accessibility requirements would cost approximately <br />$10,000 if done in conjunction with the addition. If done as a stand-along <br />project, the cost would be double. <br />Morelan pointed out that without the unisex restroom in the addition, the <br />City would be required to upgrade the existing restrooms. Morelan <br />indicated that he originally thou~ht these restrooms should be upgraded <br />irregardless of the building addition. However, now feels if a handicapped <br />accessible unisex restroom is a part of the addition, accessibility <br />requirements are met for the building. Morelan pointed out that the <br />existing restrooms at the City Center are handicapped accessible although <br />they do not meet the most current accessibility standards. <br />Simcha Plisner, County Road B-2, reported that he has lived in Little <br />Canada for the past three years. Plisner reported on his Canadian heritage <br />and background and that he has lived in French Canada. Plisner stated <br />that he feels the HisCorical Society is very important, but felt that a <br />$300,000 expenditure for an addition for the Historical Society plus the <br />upkeep and maintenance of the building was not warranted at this time. <br />Plisner stated that this does not mean the expenditure would not be <br />warranted in the future. Plisner stated that for the past three years he was <br />not aware of what the Historical Society did. Plisner felt any organization <br />that was seeking support for a project such as this would make itself high <br />10 <br />
