MINUTES <br />CITY COUNCIL <br />OCTOBER 22,1997 <br />The foregoing resolution was duly seconded by LaValle. <br />Ayes (5) Morelan, LaValle, Scalze, Fahey, Pedersen. <br />Nays (0). Resolution declared adopted. <br />HISTORICAL Fahey reviewed the proposed agreement between the City and the Little <br />SOCIETY Canada Historical Society which outlines the potentiai reimbursement of <br />ADDITION the City for the cost of an addition to the City Center to house the <br />Historical Society. Revenue would come from the net profit that the <br />Historicai Society would realize from a pull-tab location. Fahey pointed <br />out that the Historical Society would become eligible to conduct charitable <br />gambling in May of 1999. <br />Fahey indicated that the City has budgeted $250,000 for the cost of an <br />addition for the Historical Society. This budget amount falls short of the <br />architect's project estimates. The Council will have to decide if it wants to <br />provide additional dollars in the 1998 Budget or proceed with a lower <br />budget amount. One option which would lower the cost of the addition <br />would be the elimination of a unisex restroom from the addition and <br />upgrade existing restrooms at the City Center as a separate project. <br />The City Administrator reported that he has requested assistance from <br />Lake Owasso in funding the upgrade of existing restrooms. Lake Owasso <br />has indicated that they will consider the project, but have some other <br />issues to resolve before they can make a decision on this project. <br />Ray Hanson, Little Canada Historical Society, reported that they are in <br />receipt of the proposed agreement with the City and feel that this <br />agreement clearly defines and delineates the Council's expectations of the <br />Historical Society. Beginning in May of 1999, if a charitable gambling <br />license becomes available, the Historical Society would be in a position to <br />operate a pull-tab site in the City. The revenue from this site would be <br />used to reimburse the City for the cost of the addition. Hanson pointed out <br />while this is a year and a half from taking place, the Agreement sets in <br />motion the guidelines for which way the f~istorical Society can go to find <br />a new home. Hanson reported that until that can happen, the Historical <br />Society will not go away, but will continue to limp along in the fashion <br />that it has been accustomed to. <br />Hanson further reported that the Historical Society is open to the public <br />and is not a private organization. In order to be eligible for a charitable <br />~ambling license, the Historical Society must maintain a membership of at <br />least 15 people. Hanson stated that the Historical Society does not close <br />its doors to anyone. <br />9 <br />
