MINUTES <br />CITY COUNCIL <br />OCTOBER 22,1997 <br />Morelan expressed concern that the Agreement as proposed appears to <br />lock the City into granting a pull-tab site to the Historical Society once <br />they become eligible. Morelan was not sure he was ready to make that <br />commitment at this time. <br />Fahey felt this was an important part of the Agreement. Fahey pointed out <br />that by 1999 there may be a lot of possibilities given the redevelopment of <br />the Rice Street/Little Canada Road area and the potential for more pull-tab <br />sites as a result of the redevelopment. It was noted that the Agreement <br />states that a pull-tab site for the Historical Society is subject to <br />availability. <br />Morelan stated that he did not want to give the Historical Society the <br />feelin~ that they are guaranteed a site. <br />Fahey stated that he would like to make approval of a buildin~ addition for <br />the Historical Society contingent upon the funding of the upgrade of <br />existing City Center restrooms by one ofthe charitable organizations <br />operating in the City. <br />LaValle pointed out that without drawin~s and construction estimates, the <br />Council has no idea what the addition will cost. <br />The City Administrator reported that the City has a feasibility study with <br />some schematic drawin~s. <br />Fahey su~~ested a commitment of $250,000 on the part of the City at this <br />point subject to fund-raising efforts by the Historical Society, and funding <br />of the upgrade of existing restrooms by a charitable organization. Fahey <br />asked if the $250,000 would be suff'icient. <br />The City Administrator doubted that $250,000 would be sufficient given <br />recent increases in prices. <br />LaValle suggested that costs could be reduced if the Building Inspector <br />acted as the City's contractor for the project. <br />The City Administrator reported that staffwould take whatever steps <br />possible to bring the project in as low as possible without compromising <br />quality. <br />Morelan felt that $250,000 would not get the project done. Fahey pointed <br />out that additional funds could be designated from the General Capital <br />Improvement Fund. Scalze suggested that the Council look at the Capital <br />16 <br />
