MINUTES <br />CITY COUNCIL <br />OCTOBER 22, 1997 <br />the authority to apply these standards pursuant to the Municipal Planning <br />Act. <br />Lawrence stated that he respects the opinion as stated, but that he does not <br />see it in print. Lawrence asked if as an alternative to metal awnings if the <br />City Council could approve the use of canvas awnings. Lawrence stated <br />that it was his understanding that at the September Planning Commission <br />the Commission indicated that they would be agreeable to any type of <br />awning other than backlit. Lawrence reported that Arby's would prefer to <br />use canvas rather than metal. <br />The City Planner agreed that the Planning Commission indicated they <br />would prefer metal but would a~ree to an acceptable alternative. <br />Scalze indicated that she was hesitant to change from metal without <br />additional review and comment by the Planning Commission. <br />Lawrence indicated that Arby's would rather not put metal up and would <br />prefer canvas. Canvas would meet their national store ~uidelines while <br />technically metal does not. Lawrence felt that canvas was a more natural <br />material than metal pointing out that the architectural guideline calls for <br />the use of natural materials. <br />Pedersen stated that he did not see where the architectural guidelines <br />prohibit the use of backlit canopies, and indicated that he would rather see <br />backlit than canvas ~iven that canvas is susceptible to becoming faded and <br />frayed. <br />Fahey pointed out that to consider Lawrence's request there will need to <br />be a motion to reconsider the previous approval as well as a second. <br />Morelan asked if canvas was discussed at the October Planning <br />Commission meeting. <br />Lawrence replied that it was not. However, Arby's has indicated that <br />should backlit canopies not be approved, they would like to use canvas. <br />Fahey stated that he had no problem with canvas pointing out that canvas <br />is consistent with the City's architectural guidelines. Fahey stated that he <br />would assume there are varying grades of canvas and would want to <br />ensure that the canvas used is of high quality. <br />Lawrence reported that Arby's has hi~h standards of cleanliness and <br />appearance and would not use a product that would fade or deteriorate. <br />
