MINUTES OF THE SPECIAL MEETING <br />CITY COUNCIL <br />LITTLE CANADA, MINNESOTA <br />OCTOBER 29, 1997 <br />Pursuant to due call and notice thereof a special meeting of the City <br />Council of Little Canada, Minnesota was held on the 29'~' day of October, <br />1997 in the Council Chambers of the City Center located at 515 Little <br />Canada Road in said City. <br />Mayor Michael I. Fahey called the meetin~ to order at 7:30 P.M. and the <br />following members of the City Council were present at roll call: <br />CITY COiJNCIL: Mayor Mr. Michael I. Fahey <br />Council Member Mr. Steve Morelan <br />Council Member Mr. Jim LaValle <br />Council Member Mr. Bob Pedersen <br />Council Member Mrs . Beverly Scalze <br />ALSO PRESENT: City Administrator Mr. Joel R. Hanson <br />City Attorney Mr. Tom Sweeney <br />City Engineer Mr. Paul Heuer <br />Deputy Clerk Mrs. Kathy Glanzer <br />ARCADE Fahey opened the Public Hearing to consider the assessment of costs <br />STREET associated with the improvement of Arcade Street from the north line <br />IMP. - of Keller Parkway to the south line of County Road D by street <br />ASSESSMENT reconstruction including concrete curb and gutter and storm drainage <br />HEARING improvements and incidental water and sanitary sewer services as well as <br /> water main on the portion of Arcade Street between Keller Parkway and <br /> LaBore Road. <br />The City Engineer began with an overview of the work that was <br />performed, pointed out that there are actually three components to the <br />project. The first was the reconstruction of Arcade Street and the <br />installation of water main. The second component was the improvement <br />of Ditch 7A, and the third was the replacement of culverts under <br />Westwind and Windrow. <br />With regard to the street reconstruction, the City ~ngineer reported that <br />the grade of Arcade Street was lowered as much as possible in most areas <br />to get drainage into the street. On the north section of the project there <br />was found to be a lot of perched ground water in the area and some <br />
