MINUTES <br />CITY COUNCIL <br />OCTOBER 29, 1997 <br />additional drainage tiles had to be installed under the road. On the south <br />section ofthe project a peat bed was found and had to be removed. There <br />was also a lot of old storm sewer in this area that was inspected, found to <br />be in ~ood shape and most was retained. Also, in order to improve water <br />quality, an existing manhole was deepened and a sump installed. <br />With re~ard to the Ditch 7A work, this project was done by the Watershed <br />and included in the City's contract for the Arcade Street project. As this <br />project progressed, there were significant delays and chan~es. Sodding is <br />now being completed, and the City Engineer reported that he and the <br />Public Works Director will walk the project and do an inspection to make <br />sure it was done correctly prior to the City's acceptin~ ownership and <br />maintenance of the ditch. The Engineer reported the ditch improvement <br />will cause the ditch to drain better, thus keeping the roadbeds £or <br />Westwind and Windrow dry. <br />The Engineer pointed out that water main was installed along Arcade <br />Street from LaBore Road to Keller Parkway. A section of water main on <br />Arcade near County Road D had to be replaced as it was too shallow. The <br />project also included the installation of some isolated water and sewer <br />services to properties that have been determined to be dividable. <br />The Engineer reported that this was a$1 million reconstruction project, <br />and in a project of this size issues are bound to arise. Some of these issues <br />include the unusual amount of perched ground water on Arcade from <br />LaBore to County Road D, delays in getting NSP to move power poles <br />along Arcade from LaBore to Keller Parkway, getting the contractor back <br />into town to work on boulevards and do driveway repairs, and finally the <br />struggle with the issue of topsoil. <br />With regard to the topsoil issue, the City Engineer detailed the contractor's <br />efforts to work the topsoil to attempt to get it to an acceptable level. <br />Given that the seeding deadline was September 20°i and we didn't feel it <br />was acceptable for seeding, the City decided to sod the boulevard areas <br />instead as this lessened the impact of the topsoil issue. The Engineer <br />reported that the contractor is required to maintain the sod for 30 days. <br />That time period runs out on November ls`. Therefore, the Engineer and <br />Public Works Director will be inspecting the sod this week, identifying <br />problem areas, and communicating these to the contractor. Any areas of <br />sod that are replaced must be maintained by the contractor for 20 growing <br />days. Since there are no growing days left this fall, the contractor will <br />have to maintain the sod in the spring. The Engineer reminded those <br />present about the memo which was sent to property owners givin~ them <br />some maintenance tips for their sod. The Engineer encouraged the <br />property owners to follow these recommendations. <br />2 <br />
