MINUTES
CITY COUNCIL
OCTOBER 29,1997
work themselves. The property owners with an additional charge
upgraded their driveway apron from bituminous to concrete.
Morelan asked if the City did any work on private property. The City
Administrator replied that the City did not.
Fahey pointed out the hump in the curb at the intersection of Keller
Parkway and Arcade Street. Concern has been expressed that this is a
difficult curve to maneuver around.
The City Engineer reported that the width of Arcade Street is 34 feet.
However, at the intersection with Keller Parkway, it is 30 feet. This is too
narrow especially with the fact that there is on-street pedestrian traffic.
The Engineer stated that his off"ice is lookin~ at two options. One is to
widen the intersection to the west and the other to the east.
Fahey asked if it would be necessary to get Maplewood's agreement on
this change.
The City Engineer stated that he would work with the Maplewood City
Engineer as well as the County on the issue.
Residents present at the meetin~ unanimously indicated that maneuvering
this intersection was a problem.
Fahey asked who initiated the desi~n and construction of this hump. The
City Engineer replied that both he and the County misconstrued the
Council's previous discussion of the issue.
Fahey felt the intersection should be built correctly. Fahey suggested that
the City should assume drivers will stay in their own lane. If that doesn't
happen, then it is an enforcement issue.
Scalze pointed out that there should be two 11-foot driving lanes and two
6-foot shoulders. The 30-foot width does not allow this, and Scalze felt
that Little Canada should not be the loser in this matter. Fahey and
LaValle a~reed.
Morelan asked if the problem was a desi~n issue or a construction issue.
The City En~ineer replied that that is difficult to determine.
Morelan asked if the final product matched the ori~;inal drawing. The City
Engineer replied that it does not, the width of the intersection is offby 4
feet.
