MINUTES OF THE WORKSHOP MEETING <br />CITY COUNCIL <br />LTTTLE CANADA, MINNESOTA <br />NOVEMBER 26, 1997 <br />Pursuant to due call and notice thereof a workshop meeting of the City <br />Council of Little Canada, Minnesota was held on the 26'~' day of <br />November, 1997 in the Council Chambers of the City Center located at <br />515 Little Canada Road in said City. <br />Mayor Michael I. Fahey called the meeting to order at 6:30 P.M. and the <br />following members of the City Council were present at roll call: <br />CITY COIJNCIL: Mayor Mr. Michael I. Fahey <br />Council Member Mr. Steve Morelan <br />Council Member Mr. Jim LaValle <br />Council Member Mr. Bob Pedersen <br />Council Member Mrs . Beverly Scalze <br />ALSO PRESENT: City Administrator Mr. Joel R. Hanson <br />Deputy Clerk Mrs. Kathy Glanzer <br />CITY The purpose of this evening's workshop meeting is to conduct the City <br />ADMINIS- Administrator's annual performance evaluation. In preparation for the <br />TRATOR'S workshop, the Mayor and Council completed performance appraisal forms <br />PERFORMANCE covering eight major areas of responsibility. Rating symbols used are "E" <br />EVALUATION - Exceeds Expectations, "M" - Meets Expectations, and "B" - Below <br />Expectations. City staff also completed evaluation forms providin~ their <br />individual evaluation of the City's Administrator's performance. Staff <br />evaluations were summarized for the Council, and the workshop began <br />with the Council's review of these summaries. Fahey suggested that the <br />City Administrator develop long-term development goals for department <br />heads that would emphasize increased performance and improved <br />customer service. These goals should drive the vision and objectives of <br />the City. <br />The Council then began a summary of their individual evaluation forms. <br />The first area of responsibility was Organizational Mana~ement. LaValle <br />ranked this area as "E+", and commented that the Administrator could not <br />do better in meeting the performance standards for Organizational <br />Management. <br />Morelan provided an "M+" ranking indicating that while the City <br />Administrator's performance in this area is very good, performance of <br />some members of his staff has resulted in some complaints.
