MINUTES <br />CITY COUNCIL <br />NOVEMBER 26, 1997 <br />were in Code Enforcement, Public Works, and Building. The City <br />Administrator responded that to his knowledge there have been no valid <br />complaints on code enforcement activities. With regard to Building, the <br />Administrator indicated that the only complaint he was aware of was with <br />regard to a deck plan. In that particular case the Building Off'icial was <br />justified in taking the action he did. <br />Morelan commended the Administrator on his replacement for the <br />receptionist position and commented that the recreation pro~ram <br />coordinator positions appear to be well-staffed. However, more emphasis <br />should be placed on retaining a person in this position for a longer period <br />of time. <br />Scalze provided an "E" rating and commented that City staffworks well <br />as a team and that the Administrator motivates well with most employees. <br />Fahey ranked the Administrator at "E" commenting on the high standards <br />of performance set by the Administrator. Fahey suggested that the <br />Administrator continue development and coaching of directors with regard <br />to their people skills, relationship to the public and subordinate employees. <br />Fahey commended the Administrator that complaints are few and usually <br />minor. <br />Pedersen provided an "E" ratin~. <br />The next area of responsibility reviewed was Fiscal/Business <br />Mana~ement. Morelan provided an "E" rating commenting that the <br />Administrator does an excellent job of preparing and administering the <br />budget, notin~ some anticipated problems with the 10% Fund which were <br />quickly resolved. Morelan commended the Administrator on the 1996 <br />budget surplus with only a modest increase in the net levy, and noted that <br />the Spooner Park shelter project was completed behind schedule but was <br />brought,in with a substantial cost savings compared to original bid <br />amounts. <br />Scalze ranked the Administrator at "E" commending his cost-effective <br />measures. Fahey provided an "E+" ranking commenting that this area is <br />the Administrator's strong suit. Fahey suggested more speed in the area <br />and asked if the City had a formal physical facilities maintenance upgrade <br />plan. Fahey commended the Administrator on his steady, conscientious, <br />conservative approach, and strong accountability to the public. <br />Pedersen gave the Administrator an "E" rating, as did LaValle who <br />commented on the Administrator's thorough budget preparation and <br />efficiency with respect to the entire team. <br />
