MINUTES <br />CITY COUNCIL <br />NOVEMBER 12, 1997 <br />The City Administrator pointed out that the expansion of the Pioneer Park <br />parkin~ lot has been moved from 1997 to 1998. The amount budgeted for <br />that project has been increased based on the low bid amount. Scalze <br />questioned why the project was not ordered in 1997 if the budget amount <br />is now being increased for 1998. <br />The Parks & Recreation Director reported that when the bids came in high <br />this past fall, it was felt that rebidding the work in the spring would result <br />in a lower bid. The Director pointed out that had the project been awarded <br />this fall, it would not have been completed in 1997 anyway. The Director <br />also pointed out that the amount budgeted in the CIP Bud~et includes not <br />only the work itself, but design fees as well. <br />Scalze stated that when the 1997 CIP Budget was approved, the Council <br />approved a$40,000 expenditure for the Pioneer Park parking lot <br />expansion. Scalze felt this amount was based on some kind of estimate. <br />The Director reported that the $40,000 estimate was made by the Parks & <br />Recreation Commission as well as the architect without any drawings to <br />base the estimate on. Once the drawings were completed and draina~e <br />work identified, the cost was higher than what was anticipated. <br />The issue of whether the parking should be expanded on the east or west <br />side of the park was discussed. Morelan thought that previously there had <br />been money budgeted for expansions on both sides of the park. The <br />Director recalled that these two fi~ures were combined. <br />Scalze pointed out that the issue was debated and the $40,000 bud~et <br />figure was arrived at. Scalze questioned why the project was now being <br />budgeted at a higher amount. Scalze stated that she thought the plan was <br />to bring the project cost in lower. <br />Morelan stated that the discussion was that the low bid was hi~h given the <br />time of the year the work was bid. Morelan stated that if the cost of <br />expanding the parking lot is truly $56,000, his mind would not be changed <br />and he would support the expansion. The decision was to rebid the work <br />because it was felt the City did not get the best price it could have given <br />the time of the year. <br />Pedersen pointed out that the $40,000 estimate was not based on plans and <br />specs and also pointed out that that estimate is a couple of years old. <br />
