MINUTES <br />CITY COUNCIL <br />NOVEMBER 12, 1997 <br />Scalze suggested that if soil conditions are poor on the west side of the <br />park resulting in an increased cost, perhaps the parking expansion should <br />occur on the east side of the park. <br />LaValle suggested that the work could be bid on both sides of the park to <br />determine if soils are an issue. <br />Fahey asked how many parking spaces are proposed to be added to the <br />parkin~ lot in Spooner Park near the picnic shelter. The Director replied <br />that there are 16 spaces there now and it is proposed to add another 14 <br />spaces. <br />Pedersen felt that the parking lot expansion in Pioneer Park was planned <br />for the west side of the park so as not to impact the residential <br />neighborhood on the east side. <br />Morelan felt that the discussion of the location of the parkin~ lot <br />expansion should be the subject of another discussion. The issue now is <br />the CIP budget. <br />Scalze pointed out the issue of the Historical Society Addition and <br />suggested that the additional dollars being budgeted for the parking lot <br />expansion may be better spent on the Historical Society Addition. <br />The Director felt it was prudent to wait and see what kind of bids are <br />received this sprin~ for the parking lot expansion project and then open the <br />discussion to the location of the additional parking. The Director pointed <br />out, however, that people coming to the park naturally gravitate to the <br />parking on the west side of the park. <br />More]an asked ifthe City was leasing out facilities to anyone, and whether <br />this impacted the parking situation. The Director replied that soccer fields <br />at Pioneer Park and Spooner Park are leased to St. Bernard's High School. <br />However, parking is not impacted since the high school uses the fields <br />during times the park facilities receive little usage. <br />Fahey asked if there was a long-term budget for lighting the fields at <br />Pioneer Park. The Director pointed out that $190,000 is shown in the <br />unallocated portion of the CIP Budget for lighting the four softball fields. <br />Morelan asked how the additional 14 spaces were arrived at for the <br />Spooner Park parkin~ lot expansion. The Director replied that this <br />discussion was held at the Parks & Recreation Commission level. It was <br />felt that anymore parking would detract from the entrance of the park. <br />
