Rates would double if the City <br />pumped durin~ peak hours. <br />Scalze asked if a watering ban would be a solution. The Administrator <br />said that was an option but water shortages are not the issue. He pointed <br />out that the City purchases water from St. Paut. Higher usages result in a <br />lower cost tier for the City's water purchase. We thereby generate higher <br />income during these periods. Water bans are an issue in cities who have <br />well systems and a limited supply. He also noted that residents typically <br />don't like watering bans. <br />Morelan asked if hittin~ low water levels in the water tower was a fire <br />fighting concern. The Public Works Director replied that it was not. If <br />necessary, the City would activate its booster station pumps during peak <br />hours. <br />The Council reviewed the Park Land Acquisition Fund <br />Morelan moved that the continuance of the budget workshop meeting until <br />immediately following the regular City Council meeting. Motion was <br />seconded by LaValle, and all were in favor. <br />The workshop meetin~ temporarily adjourned at 7:25 P.M. <br />The workshop reconvened at 8:30 P.M. <br />The City Administrator reviewed the 10% Fund pointing out that no <br />expenditures are programmed from this Fund given pending consideration <br />by the Legislature of a revision to the definition of lawful purpose. The <br />Administrator reported that he has met with the Lea~ue as well as <br />Representative Broecker regarding the expansion ofthis definition. It is <br />proposed that the term "lawful purpose" be changed to "public purpose". <br />The Administrator reported that there may be some opposition to this <br />change by Statewide charity associations. The Administrator suggested <br />that he and the Mayor meet with local charities to get their support for the <br />change. The Administrator pointed out that the 10% amount is not being <br />proposed to be changed, only the City's ability to designate expenditures. <br />The Administrator reviewed the Rice/Little Canada Road Redevelopment <br />Fund pointin~ out that the fund shows a deficit. The Administrator <br />pointed out there are some means to offset the deficit balance, the primary <br />one being reimbursement from the TIF District when a project ~oes <br />forward. <br />9 <br />
