MINUTES <br />CITY COUNCIL <br />DECEMBER 17, 1997 <br />Fahey suggested a more angled-position for the theater. Grootwassink <br />suggested a lobby on both sides of the theater. He pointed out that <br />otherwise, the back wall of the theater would face The Market Place <br />Shopping Center. He did not feel this would be too inviting to The Market <br />Place. <br />The Administrator reported that Cinemark has indicated that they will do a <br />layout for the movie theater. However, staff thou~ht it wise to provide <br />some input at this point. <br />Pedersen stated that the concept drawn by Michael Schroeder doesn't <br />seem as pedestrian friendly as the development guide concept. The <br />Administrator pointed out that there is a second phase wherein there are <br />additional buildings with parking ramps adjacent to provide more in-fill <br />development. <br />Scalze asked if this new concept would allow The Venetian Inn, Ultimate <br />Golf, and Tierney's Liquors to stay. Fifield replied that the cash flow <br />assumes those businesses are gone and replaced with new businesses <br />within the next two years. <br />Fahey pointed out that he was not willin~ to take out properties if the City <br />is expected to pay inflated purchase prices. Fahey pointed out that inflated <br />prices would necessitate an even higher redevelopment project in order for <br />the project to cash flow. Fahey stated that he liked the diagram that <br />Michael Schroeder put together since it given the property owners to the <br />south of Little Canada Road the freedom to market their properties on <br />their own. <br />The Administrator felt that the southern properties would be critical to the <br />entire development since Cinemark will be interested in knowing what <br />will happen on the south and will want to have a sufficiently-sized project <br />to maintain their interest. <br />Grootwassink asked if the theater could be located on the lot next to The <br />Market Place Shopping Center, includin~ the Common Bond property as <br />well. The City Administrator did not think this was feasible, pointing out <br />the timing, as well as the cost of the Common Bond property and <br />relocation costs for tenants. <br />Fahey asked why the theater is bein~ moved. The Administrator reported <br />that the reason for the move is to try to get as much parking next to the <br />theater as possible. The Administrator pointed out the concept presented <br />
