MINUTES <br />CITY COUNCIL <br />DECEMBER 17, 1997 <br />The foregoing resolution was duty seconded by Scalze. <br />Ayes (5) Morelan, Scalze, Pedersen, LaValle, Fahey. <br />Nays (0). Resolution declared adopted. <br />SPOON/ The Council discussed the request of the Gervais Lake Homeowners <br />GERVAIS Association for City support of their request to have representation <br />LAKE on the Spoon/Gervais Lake Bridge Desi~n Committee. It was noted <br />BRIDGE that the Council has appointed Claudia Drabik as the City's representative <br /> on that Committee and Karen Johnson as alternate. <br />The City Administrator reported that St. Paul Public Art is coordinating <br />the process, and suggested that the process is not that formal so there may <br />be no objection to another entity having representation on the Committee. <br />Mr. Pedersen introduced the following resolution and moved its adoption: <br />RE.SOI, UTION NO. 97-12-310 - AUTHORIZING THE CITY <br />ADMINISTRATOR TO CONTACT ST. PAUL PU73LICART AND <br />INDICATE THE CITY'S SUPPORT OF THE LAKE GERVAIS <br />HOMEOWNERS' ASSOCIATION REQUEST FOR <br />REPRESENTATION ON THE SPOON/GERVAIS I.AKE 13RIDGE <br />DESIGN COMMITTEE <br />The foregoing resolution was duly seconded by Scalze. <br />Ayes (5) Pedersen, Scalze, LaValle, Fahey, Morelan. <br />Nays (0). Resolution declared adopted. <br />DOMINIUM The City Administrator reported he has not yet received the agreement <br />AGREEMENT from Dominium relative to The Provinces tax credit issue. We have <br />submitted revisions to Dominium's draft. One provision included relates <br />to Dominium's agreement not to apply for 4(d) class rate status for <br />property tax purposes on the property. The City Administrator noted this <br />was not contemplated at the time of our discussion with them as it had not <br />yet been enacted by the Legis(ature. This new class rate creates additional <br />cash flow to the project not presently accounted for. This could allow us <br />to revisit the sprinkler issue given this new source of funds. The City <br />Administrator also noted that Dominium will need us to issue a 42M letter <br />or they can claim Title II tax credits. Therefore, we have some leverage <br />relative to timin~. <br />Mr. LaValle introduced the following resolution and moved its adoption: <br />
