MINUTES <br />CITY COUNCIL <br />JANUARY 14, 1998 <br />*APPROVING THE CITY'S PARTICIPATION IN THE <br />COOPERATI vE PI.ANNING PROJECT A.S RECOMMENDED 73Y <br />THE CITYADMINISTRATOR; <br />*APPROVING THE REVISED EI,ECTRICAL INSPECTOR <br />CONTRACT AS RECOMMENDED 13Y THE CITYADMINI.STRATOR <br />AND AUTHORIZINC TFIE MAYOR AND CITYADMINI,STR,4TOR <br />TO EXECUTE ON BEHALF OF THE CITY; <br />*APPROVING THE VOUCHERS <br />The foregoing resolution was duly seconded by Scalze. <br />Ayes (4) Morelan, Scalze, LaValle, Pedersen. <br />Nays (0). Resolution declared adopted. <br />WAITE The City Attorney reported that court costs relative to the Waite <br />LITIGATION assessment appeal have been resolved as directed by the Council, and the <br />City has received payment for these costs. <br />CITY The Council reviewed the City Administrator's recommendation that the <br />ENGINEER City terminate the services ofBonestroo & Associates as City Engineer, <br />SERVICES and that the City seek proposals for a new en~ineering firm. <br />Jerry Bourdon, Bonestroo & Associates, appeared before the Council <br />expressing regret for the situation and the loss of confidence and <br />credibility that Bonestroo has with the Council. Bourdon thanked the City <br />Administrator for being straightfonvard and candid about this matter. <br />Bourdon reported that he would like to clarify a couple of items, the first <br />being that the problems were a lack of systematic procedures and policies <br />at the firm. Bourdon reported that Bonestroo does have standard policies <br />and procedures. However, there were things that were missed, such as <br />getting change orders signed by contractors. Bourdon reported that <br />Bonestroo has allowed crew chiefs disct•etion in the field. This has <br />worked well for the firm; however, this policy may be modified given the <br />situation in Little Canada. <br />Bourdon asked the Council to give Bonestroo an opportunity to make the <br />situation right. Bonestroo would like to submit a proposal that would <br />address the issues that have come up and show how problems would be <br />avoided in the future. Bonestroo proposed to change their liaison staff <br />with regard to City Engineer and Project Manager. They have two people <br />in mind that have the experience and qualifications.
